Job summary

This represents an exciting opportunity for an experienced laboratory manager to join the senior operational management team at the South East Genomic Laboratory Hub (SEGLH) based at Viapath, Guy's Hospital.

Genomics is a rapidly expanding area of pathology diagnostics which is undergoing significant investment and transformation in order to support diagnosis and treatment of patients with rare genomic diseases and cancer.

The post holder will be expected to work closely with the other Genomics SDM, GLH Director of Operations, the Laboratory Technical and Office Managers and the Viapath Services support teams in order to deliver the core elements of the role. It is expected that the post holder will also work with Operations Leads in other related Viapath services and across the South London Genomics Consortium.

This is a key senior management leadership role within the GLH Service Delivery Team and Viapath that is responsible for the day to day management of part of the Genomics Hub Laboratory. The post holder will be expected to represent the GLH at internal meetings, preparing documents, data and presentations, and providing operational expertise.

Main duties of the job

The role includes:

  • Direct line management key staff in the laboratory operational delivery team.
  • Managerial and operational responsibility for delivering a fit-for-purpose diagnostic Genomics service at the hub laboratory with a staff of over 150 WTEs.
  • Responsibility for ensuring that the laboratory operational plan and budget are met and any operational and quality issues are addressed in a timely manner.
  • Responsible for monitoring the activity of the laboratory to ensure the quality and timeliness of test results by the efficient and effective use of resources including but not limited to staff, equipment, environment and space.

Scientific and technical knowledge is preferred; however, applicants with appropriate business management or project management experience will also be considered.

Consideration will be given to applicants who wish to work part time or with a flexible working arrangement.

About us

The Viapath Genetics Laboratory has been designated the hub laboratory for the SEGLH Network led by Guy's and St Thomas' NHS Foundation Trust (GSTfT) to provide the new National Genomic Medicine Service for NHS England. This network of laboratory providers is responsible for delivering genomic testing to a population of 8.6 million across South London, Kent, Surrey and Sussex.

The Guys lab provides a wide range of tests for detection of germline and somatic variants using state of the art technologies including next generation panels, whole exome sequencing and cytogenomics. As the SEGLH hub it provides the majority of rare disease tests and adult solid tumour tests for the SE network and a national service for monitoring minimal residual disease in leukaemia.

The department has a number of ongoing R&D projects and works collaboratively with other groups such as GSTfT Biomedical Research Centre, GSTfT Genomics Innovation Unit and the GSTfT Assisted Conception Unit for Preimplantation Genetic Diagnosis.

Deputising for and Supporting the Director of Operations

  • For the implementation of the transition and transformation of services, including service reorganisation and laboratory consolidation.
  • To deliver the reconfiguration of laboratory working practices and the skills-mix to achieve on-going optimum flexibility in the existing workforce to enable anticipated and existing work patterns.
  • To ensure that positive and effective relations are developed and maintained with all key internal / external stakeholders.

Operational Management / Service Delivery

  • Responsible for the day to day management of parts of the Genomics Laboratory Hub. Act as the service delivery lead and provide managerial and operational advice and support to the operations team.
  • Work with the Viapath procurement and equipment support teams to ensure efficient running of the service and resolution of issues with escalation the Operations Director as required.
  • Compile and review OPMS data in order to understand the performance of the service and report to the Director of Operations.
  • Ensure that robust systems are in place and used effectively to manage risk and that contingency plans are in place for system failures.
  • Ensure effective systems of communication within the Genomics Service so that all appropriate information is cascaded to staff and there is effective feedback from staff upwards to the senior service delivery team.
  • Devise, develop, and implement quality management systems, and ensure that GLH continues to meet the accreditation requirements of relevant accreditation bodies over time.
  • Build strong working relationships with the internal and partner stakeholders to ensure collaborative working within the Consortium.

Financial and Commercial Management

Responsible for the financial management of parts of the Hub laboratory, ensuring the efficient and effective use of manpower and non-pay resources

  • Support the Operations Director in production and implementation of the GLH annual Business Plan, advising how the highest quality Genomics Service can be provided within agreed contracts and available resources
  • Ensure that an appropriate framework exists for measuring activity and linking to budget monitoring mechanisms. Take responsibility for co-ordinating and monitoring income generating activities within the hub laboratory.
  • Develop a structured approach to capital equipment management, including the responsibility for preparing business cases, pre-purchase specification and tender documents for new and replacement capital equipment purchases and/or leasing equipment for use in the clinical laboratory.
  • Coordinate costing of services and tests and provide financial data to Viapath financial services to inform commercial negotiations.

Human Resources

  • Direct line management of staff key to operational delivery, such as laboratory technical and administrative managers.
  • Ensure the effective recruitment and selection, induction and appraisal and performance management of all staff within the post holders remit in line with the relevant policies and procedures.
  • Ensure that the performance and conduct of all staff within the post holders remit meet the standards set and required.
  • Manage all issues of change effectively within the department in line with the Policy on Managing Change.
  • Ensure that all staff maintain the relevant standards of proficiency in accordance with professional body requirements (e.g. HPC registration).
  • Work with the laboratory training manager to ensure a suitably skilled workforce including financial management of learning and development requests.
  • Carry our regular performance planning reviews with any direct reports managing objectives and providing feedback while investing in the development needs of the individual and the team.

Risk Management and Information Governance

  • Support the Quality Lead to ensure Risk Management including Health and Safety for the Service.
  • Have delegated responsibility for implementing and monitoring Clinical Governance processes for the Genetics Service.
  • Ensure any adverse incident reports are completed, submitted, investigated and actions initiated as appropriate in line with the Viapath policy.

Personal Development

  • Lead by example, provide leadership and act as a positive role model for all staff taking responsibility for your own personal development.
