The role
We are looking for someone to lead a small, highly skilled, and passionate team delivering a new Stop Smoking Service operating across Devon to support local residents to quit smoking through a 3-tiered approach service. As the Service Lead, you are responsible for the efficient operational management of this Service in line with agreed commissioner requirements and our internal key performance indicators and targets.
This service is part of the ICE healthy Lifestyle Service Business Function which also operates stand alone and integrated health services across the UK.
As a service we deliver high quality behavioural support for clients wishing to stop smoking, following a standard treatment programme based around the 3 tiers of support - in line with quality standards and evidence-based best practice. You will:
- Manage the referral process and the allocation of referrals to coaches.
- Maintain the quality of the service.
- Ensure we seek and act on feedback.
- Where direct supply is required, maintain stock levels, and follow agreed reporting procedures.
- Ensure appropriate records are kept for all contacts with the service via the service CRM.
- Report the service progress and escalate any issues in a timely manner.
Experience in stop smoking is not essential, if this is the role for you a full package of training and development will be available which will allow you to grow into this new position.

You will need to be an independent self-starter, flexible and driven by a desire to help people positively change their lifestyle behaviours.
You will be used to working towards outcome targets.
You will also need to have a good eye for detail and be accurate with data input and reporting.
You will live in the local area of Devon to be able to travel and work daily in the office premises.
You will own a car and be able to drive to client sites and other offices if required.
Key elements of the day-to-day role:
You will provide hands on, operational leadership for the team, working collectively to deliver the highest quality of service and encourage continuous learning, development, and innovation.
An active member of the HLS Senior Leaders Team to provide both operational service reports and support the ICE HLS growth strategy including digital innovation and tendering for new service opportunities.
Responsible for the effective running of the service triage and referral system to ensure the service is adhering to the contractual requirements and delivering stop smoking support across Tiers 1-3 and achieving the required outcomes and quality indicators.
Responsible for quality assuring our service delivery through robust training, shadowing, and client feedback mechanisms.
Robustly performance manage the Stop Smoking Service to ensure that all key performance indicators are met, and where possible exceeded. Develop real time performance reporting and close management of service budget.
Responsible for all commissioner level reporting and internal management information and reporting to the HLS Operations Director.
Responsible for directing and delivering all stakeholder engagement from grass roots organisations and groups through to strategic stakeholders and partners. This includes directing all service promotional activity between you and the team via social media, digital and in person events and opportunities.
Manage all logistical arrangements of service delivery ensuring that the coaches are covering all tiers of support effectively and providing the appropriate blend of digital and in person behavioural support.
Responsible for managing the pharmacotherapy process, protocols, and delivery to clients.
Represent the Service and ICE at required meetings including the Tobacco Control Alliance
Group and ad hoc meetings with the commissioner and wider external stakeholders.
Day to day contact with commissioners re service delivery.
Produce monthly and quarterly reports for the commissioner and ICE on performance and financial. Work closely with the Operations Director and Finance Director to ensure close monitoring of income and expenditure.
Develop and implement data collection and reporting systems that will provide accurate and timely data. Communicate information, risks, issues, and dependencies, including briefings and reports to the ICE Board and accountability board.
Line manage team, includes ensuring all coaches deliver agreed KPIs and personal objectives. Encourage innovation, ideas, and continued learning amongst the team.
Manage HR processes for the service, such as recruitment and annual appraisals etc.
Day to day management of the service office, ensuring health and safety procedures are met ordering and maintenance of supplies etc.
Horizon scan and respond to latest developments in smoking cessation practice and provide support to the wider HLS team to identify and maximise opportunities to grow the HLS function and services.
Marketing and Publicity:
To actively promote the service to maximise referral generation through social media activity, meetings, networks, events and local knowledge and stakeholder engagement.
Additional Responsibilities:
Ensure that cover is provided during any absences monthly or as required and report any concerns.
Act at all times within the Companys rules, policies, procedures, standing orders and financial regulations.

You will live and have knowledge of the Devon area.
What you will bring:
Experience of managing a small highly performing service-based team
Awareness of the current public health landscape.
You will be travelling to community locations when appropriate for meetings, supervisions etc so own car is essential.
Experience in using CRMs and excel to effectively manage, analyse, and report data.
Experience of using databases or digital systems to record data.
Strong and influential leader with experience of leading highly performing teams.
You will have the ability to design and co create complex reports based on data outcomes.
Experience of interpreting national and regional health priorities and aligning them to strategy agendas and service objectives
Demonstrable experience of accountability for managing team.
Proven ability to manage contractual targets and Key Performance Indicators.
Experience of working with stakeholders and developing strong, successful partnership relationships.
