Job summary
If you are a fully qualified accountant looking for a part time role (15-19 hours per week) in leading our Finance function then this role could be for you! We are a vibrant CIC providing Urgent Care Services to the people of Milton Keynes, a turnover of over £4 m and a range of contracts for clinical services. You will have experience of operating at a strategic level, be able to confidently lead the finance team and ensure the long term sustainability of MKUCS activities and services.
Main duties of the job
A sound knowledge of NHS governance is essential, together with proven ability of developing sound business and organisational strategies.

About us
Milton Keynes Urgent Care Services (MKUCS) first started providing a dedicated NHS Urgent Care Service across Milton Keynes in 2008. MKUCS, situated on the Milton Keynes Hospital site, provides a GP led service that is open 24 hours a day, 7 days a week. We are a Community Interest Company (CIC) and proud of the reputation we have developed for working closely with the local healthcare community to provide safe and effective care. Our services include walk-in minor injury and illness assessments, NHS 111 pre-bookable appointments, out-of-hours home visiting, DVT and dressing clinics, and childrens primary care services. The treatment centre complements services offered by GPs and the Hospital A&E department. The service has in excess of 6000 patient contacts each month and has a team of 120 health care professionals comprising skilled nurses, health care assistants, GPs and support staff.

Job responsibilities
Job Purpose: The Finance Director plays an essential role in the executive leadership of strategic and operational issues within MKUCS. The post holder is responsible for providing strong financial, economic and commercial leadership ensuring effective financial management and control. They will build close relationships with MKUCS commissioning body and interpret overall MKUCS policy on an on-going basis ensuring that the organisations annual, medium and long-term financial and service plans are developed and executed in line with national and local guidance. The role will also encompass company secretary functions.
The Finance Director leads the finance team overseeing MKUCS day to day finance and cash flow and works with other senior staff to ensure the long-term sustainability of MKUCS activities and services, securing efficiency and cost improvements across the organisation and identifying and driving commercial opportunities to maximise MKUCS future development. The post holder is responsibility for ensuring effective financial input and analysis to all operational, business and financial plans and for on-going financial monitoring returns/exception reporting as required.
The post holder will work closely with the Chair of the Board, The Chairs of Board Governance Committees and the CEO to ensure that MKUCS Board is kept fully informed on all critical financial issues. The Director of Finance shares corporate responsibility with other Directors, for the financial well-being of MKUCS.

Areas of Responsibility:Finance Strategy
To provide strategic financial leadership to MKUCS through development and implementation of plans to ensure that the organisation is financially sustainable.
To work with other providers across the wider health economy to secure planned financial and service improvements.
To support the Non-Executive Director Chairs of the MKUCSs Board Governance Committees in providing assurance to the Board of Directors in relation to financial strategy, performance and sustainability.
To intervene actively on behalf of the Chief Executive Officer in promoting areas improving financial sustainability and resolving issues jeopardising it.
To provide business intelligence, analysis and support, working with other senior staff to ensure efficiencies.
To provide financial leadership in relation to MKUCSs contractual activities, in conjunction with the Ceto build strong external relationships with the CCG and other external partners.
To lead in the development of new payment and contracting mechanisms that work towards the objective of whole system sustainability.
To work with other members of the executive team to enable well-informed financial decisions to be taken.
To provide an energetic and enthusiastic approach to making and supporting continuous improvement across the finance function to improve the service that finance offers to the wider organisation and to external stakeholders.
Financial Management
To act as a prime source of advice to the Board on all aspects of financial management, stewardship and governance.
To ensure the financial requirements of Executive Directors and other Non-Executive Directors are understood, agreed and met as appropriate.
To ensure that clinical and operational teams receive the highest quality financial training and support on budgetary management and control, business case preparation, cost improvement delivery and all other financial matters.
To ensure that MKUCSs budgetary control remains strong, with clear accountability for delivery of financial plans.
Preparation of monthly income and expenditure accounts and the presentation of financial reports to the relevant committees and MKUCS Board.
Ensure that good governance practices are followed at all times.
Ensure that robust contract management systems are in place to ensure that MKUCS recovers all contracted income due working closely with the Operational Team.
To ensure that MKUCS complies with all necessary accounting standards, thereby ensuring that all auditing requirements are achieved.
Ensure financial probity and control within the organisation.
To motivate staff to give the appropriate financial considerations to the decisions they take.
Financial Services
Maintain and report on full records for all items of capital expenditure.
Cultivate a strong and transparent relationship with the MKUCS Board of Directors and its Committees to meet the obligations and effective governance of the organisation.
Establish and direct the organisations annual strategic agenda; coordinate the development of new initiatives.
Provide organisational leadership and guide senior managers responsible for departmental activities toward attainment of strategic goals and objectives.
To ensure that the Finance Team have the tools they require to operate effectively.
To lead on the maintenance of an effective system for Accounts Received and Accounts Payable.
Ensure all relevant transactions are recorded in the financial ledger in accordance to current accounting standards.
Is responsible for the production of annual accounts.
To maintain an effective internal Audit Service.
To ensure the links between the Finance Team and other Teams in the organisation are robust and effective.
Planning and Analysis
To work in conjunction with the Executive Team on the coordination of the overall planning process across all areas of the organisation including delivery and presentation of the financial elements of the annual plan.
To lead the overall monthly forecasting process, ensuring alignment with the planning process and providing oversight of the actual and forecast financial position of MKUCS.
To support the development of longer-term strategic financial projections in partnership with other members of the Finance Team.
