Job responsibilities
Help with the recruitment of the ARRS funded roles and the best deployment of the roles within the PCN and supporting with HR management of the new ARRS roles where applicable.
Help develop strategies to move the PCN along the Maturity Matrix over the coming years. With this ensuring the PCN has a credible PCN Development Programme which is a bottom up production of the PCNs needs, wants and aspirations over 1-5 years
Will offer administration support to the PCN in terms of claiming and reporting
Development of PCN communication systems
Help co-ordinate PCN Board Meetings, including setting dates, drawing up agendas, and communicating decisions to the wider PCN
Act as a central information and administrative source for members of the network
Help to (along with the PCN Clinical Director and PCN Board) oversee the management and delivery of the specifications set out in the 24/25 PCN DES, (and future PCN DES).
When needed, be able to attend meetings on behalf of the PCN at Neighbourhood level
To be involved with implementing patient services in the PCN. To liaise and work with ICB, GP Confederation, or voluntary sector organisations when required to achieve this aim
Work alongside and communicate with the other PCNs related projects.
Promote a culture which encourages teamwork, sharing of best practice and continuous improvement
Help achieve objectives as measured in the PCN dashboard, with a view to obtaining maximum investment and impact funding (IIF)
FINANCE: (with the Office of PCNs Director of Finance help)
To work alongside Practice Managers within the Network for the setting up of new financial systems
To monitor and check the accuracy of the any submissions for Enhanced Services, Contractual requirements on behalf of the Network and ensure that all claims are submitted on a monthly and quarterly basis
Ensure that the PCNs physical and financial resources are managed and maintained for maximum effectiveness through:
Ensuring financial risks are recognised and appropriate action taken;
Monitoring expenditure and identifying significant deviations from plan; so large underspends late in the financial year are not a reality
Planning and monitoring income and cash flow to ensure that income is maximised and that funds are available as required;
Ensuring all claims are submitted in good time and payment made and received;
Ensuring the practices allocation of resources is fair and equitable;
Present financial plans, monitoring information and reports to the PCN as required.
ORGANISATIONAL:
Manage PCN Practices organisation development and develop all 5 practices strategically making maximum utilisation of the PCN Funding and all other sources of funds available to the PCN
Ensure the PCN has a Business Continuity policy that is updated and in which everyone is kept fully aware
Work with the PCN Director and board for strategic and operational planning processes to support the PCNs objectives
Support the PCN Director and board with the writing business and development plans as required
Organise PCN events e.g. Educational Events / Time to Care workshops
Promoting a positive and inclusive approach within the network
Digital & Transformation:
- Plan, coordinate, and directly support delivery of transformation activity in general practice within a PCN with a view to improving patient access, staff and patient satisfaction, and the efficiency and sustainability of general practice services.
- Work closely with digital stakeholders and system support to ensure that digital and operational PCN transformation is embedded in and aligned with, ICS and national strategies
- Support to review and improve the PCN digital Maturity
- Advise on innovative opportunities and support practices to maximise benefits form innovation, through the sharing of learning and best practice.
IM&T:
Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance
To oversee the administration of the PCN
To ensure the integrity of the system working with the ICB to implement their guidance
Take a data driven approach, looking at evidence and information available to support understanding of challenges, identify possible solutions and track the impacts of changes that have been made
WORKING RELATIONSHIPS:
To work as a flexible member of the PCN providing support to other team members when necessary
To take an active role in the development and embedding of the PCNs culture, values and reputation as providers of high-quality services
Encourage supporting staff to collaborate through sharing information and intelligence across different activities

Ensure that the PCN board and Clinical director adhere to the governance structure as set out in the network agreement.
Communication:
The PCN Development Manager will ensure effective communication is maintained within the Network.
