Sussex Primary Care run a number of GP Practices across Sussex providing
excellent primary care in the heart of the community. We

Job Summary
The model agreed by the SPC Board is that the supervision / management of
practice staff, and the leadership / management functions will be provided
through a joint Senior Lead GP and ACP Clinical Lead model.
The Senior
Lead GP plays a pivotal role in ensuring the service we provide is safe, that
staff are well supervised, and the service continues to improve the quality of
care for patients. Along with the practice ACP, the following will be achieved:

Allow GPs to spend more time doing the tasks only they can do
specific types of patients, specific clinical and non-clinical
administration, specific leadership functions, and clinical supervision of ACP
Clinical Leads and medics / pharmacists

Improve our ability to segment patient care in a more
standardised way, and identify how best to utilise our workforce in individual
surgeries and across SPC surgeries

Improve our ability to recruit and retain Salaried GPs
in-practice and reduce our use of Locum GPs
-
Improve our ability to recruit and retain experienced ACP
Clinical Leads to support and develop the ACP Clinical Leadership model
further, and to clinically supervise and develop ACP and Non-medical prescriber
staff

Improve our ability to recruit and retain ACPs and ANPs to
sit under the ACP Clinical Leadership model, and be more supported to develop
in their ACP and ANP roles and scope of competencies
-
Future proof the SPC model standardisation of roles,
processes and systems, centralisation of roles, resilient workforce, improved
stewardship of SPC finances

Ensure that the practice level leadership and/or management
functions are covered by a clinician who is best placed to do so.
3.
Key Responsibilities
Within these
overall goals, the role of the Senior Lead GP is as follows:
a)
Clinical Leadership
Provide visible clinical leadership
Be a point of contact for practice staff who need support and
guidance over quality and safety concerns. This may include a formal role in
some staff members appraisals in some instances.
Develop clinical governance strategies, systems and processes
and ensure the active
participation by all medical staff.
Works with practice management to lead the wider practice
team including regular
attendance at practice meetings
Support career development of clinical staff
Build relationships with SPC Safeguarding Lead, SPC Education
Lead, Senior GP lead and ACP clinical leads from other SPC Practices and share
learning and good practice
Play a key role in service improvement planning for the
future, bringing the quality and safety concerns to the fore and ensuring these
are balanced with organisational and financial concerns.
Develop and maintain active working relationships with PCNs
Sign off any additional policies/procedures as required
Be responsible for leading on the clinical components of
QOF/LCS and IIF
Attend quality assurance meeting and education meetings with
other senior clinical lead GPs and with Medical Director for quality assurance
purposes and agree to work in line with SPC Clinical Governance structure
To work collaboratively with practice management operational
team and ACP clinical lead as practice executive team
b)
Clinical Quality/Safety
Be responsible for taking an overview of the clinical
functions of Links Road Surgery in terms of service quality and
safety.
Ensure that the systems exist to embed best clinical practice
into the service (e.g. implementation of NICE guidance, record keeping etc)
Take the overall lead for review of clinical aspects of
Significant Event reviews and complaints, ensuring that learning points are
captured, documented, actioned and embedded into practice
Be the joint CQC registered manager with the Practice Manager
Be responsible for leading on the clinical components of CQC
readiness
Ensure that the systems exist to embed patient safety across
the service (e.g., record keeping, national and local safety alerts)
Take the overall lead for arranging practice education
meetings and ensuring that clinical staff are made aware of changes to clinical
guidelines and policy
Be the Caldicott Guardian for Links Road Surgery
Be the lead clinician for ensuring that all areas of clinical
leadership (see SPC Clinical Leadership Model) are covered within the practice
c)
Supervision
You will be responsible for delivering peer-based support
across the practice team and be responsible for arranging the group supervision
of practice based non-medical prescribers alongside the ACP Clinical Lead
Provide supervision in line with SPC Clinical Leadership
model

5.
Flexibility
a) This
job description is intended to provide a broad outline of the role. The
postholder may be required to carry out other duties commensurate with their
banding and competence.
6.
Policies and Procedures
a) The
postholder is required to familiarise themselves with all organisation policies
and procedures and to comply at all times.
7.
Confidentiality and Data Protection
a) The
postholder must maintain the confidentiality of information about patients,
staff and other health service business and always meet the requirements of the
Data Protection Act (1998).
b) The
postholder must always comply with all organisation information and data
protection policies. The work of Sussex Primary Care is of a confidential
nature and any information gained by the postholder in their role must not be
communicated to other persons except where required in the recognised course of
duty.
8.
Health and Safety
a) Employees
must be aware of the responsibilities placed on them under the Health and
Safety at Work Act (1974) and must follow these in full at all times, including
ensuring that they act in line with all agreed procedures at all times in order
to maintain a safe environment for patients, visitors and colleagues.
9.

10.
Use of Technology
a) The
organisation is making increased use of computer technology. The majority of
employees (both clinical and non-clinical) should expect to use automated
information systems in their work in order to improve quality and co-ordination
of services, and to enable faster and more certain communication within the
Organisation. Necessary training will be provided.
11.
No Smoking Policy
a) Sussex
Primary Care operates a no-smoking policy, in line with Government
legislation. This applies to all staff,
visitors and patients. It is a condition
of employment for staff that they do not smoke whilst on duty or in uniform or
anywhere on Organisation premises. This includes electronic cigarettes.
b) Whilst
we do not discriminate against employing smokers, they are expected to adhere
to this policy and all prospective employees should be aware of this.
12.
Professional Registration
a) All
employees who are required to be a member of a professional body are required
to hold relevant registration and must comply with the standards and guidelines
of their professional practice, education and conduct and must act within the
boundary of the code of conduct at all times.
13.
Infection Prevention and Control
a) Infection
Prevention and Control is everybody's responsibility. All staff, both clinical and non-clinical are
required to adhere to the organisations Infection Prevention and Control
policy and make every effort to maintain high standards of infection prevention
and control at all times thereby reducing the burden of Health Care Associated
Infections.
14.
Safeguarding Children, Young People and
Vulnerable Adults
a) Sussex
Primary Careis committed to safeguarding and promoting the welfare of
children, young people and vulnerable adults and expects all staff and
volunteers to share this commitment. Rigorous recruitment checks are carried
out and successful applicants may be required to undertake an Enhanced
Disclosure via the Disclosure and Barring Service (DBS).
