Job summary

The role of Contract Officer sits within the Service Development Directorate (SDD) and reports into the Contract and Development Manager. The SDD is responsible for all service development and commissioning activities and comprises Clinical Leads and Contract Managers. This is a new role we have developed to support the wider team and will include a range of responsibilities including reporting, stakeholder engagement, project management, and communications. We are looking for somebody with experience in a similar role (not necessarily within eye care) who can demonstrate excellent planning and organisational skills. We work in a fast-paced environment and often juggle many conflicting priorities so the ideal candidate will be used to working in an agile manner and possess a problem-solving approach to their work.

The successful candidate will have a high degree of autonomy so must be able to work proactively, building strong working relationships with internal and external colleagues and establishing clear priorities. As a new position within our organisation, we are looking for somebody who will take ownership of the role and help us shape and develop it into a critical function by identifying appropriate opportunities to enhance the support it provides

Main duties of the job

Generate monthly and quarterly contract performance reports, manipulate data on Excel, and write narratives to support data presentation while meeting deadlines. Work with the Governance team to develop quality reporting templates and produce required reports. Collaborate with Contract Managers and Clinical Leads to create presentations and reports for commissioners, maintain Directorate trackers, and build relationships to drive consistency and efficiencies. Support communications to sub-contractors, attend engagement events, provide procurement support, develop SOPs, and manage failsafe processes. Handle various administrative tasks, including maintaining logs, managing inboxes, and updating policies and data for reporting.

General Responsibilities:

  • Generate monthly and quarterly contract performance reports as part of contractual requirements - manipulation of data on Excel, writing narrative to support the presentation of data, and working to agreed deadlines.
  • Work with the Governance team to develop Quality reporting templates and produce quarterly/annual reporting as required.
  • Work with Contract Managers and Clinical Leads to produce presentations and reports for commissioners to support new service commissioning and existing service retention.
  • Maintain Directorate trackers for internal reporting to the Board and other stakeholders.
  • Work proactively to build and maintain close working relationships with Contract Managers and Clinical Leads and identify opportunities to drive consistency and efficiencies.
  • Support Contracts Managers and Clinical Leads with the development of communications to sub-contractors (e.g., quarterly bulletins, anonymized practice performance data, etc.) and provide appropriate information for wider publication to the Communications Officer.
  • Attend engagement events as required, supporting clinical leads and service coordinators where appropriate.
  • Provide procurement support for tender submissions, including collation of expression of interest practices, EOI practice list and map, and supporting on appropriate procurement questions.
  • Develop (where appropriate) and implement Standard Operating Procedures (SOPs) appropriate to the Service Development function.
  • Support hospital user demonstrations (e.g., Post-op cataract discharging/CGS discharges).
  • Support optometry practice service and safeguarding briefings.
  • Manage failsafe processes (e.g., supporting with overdue lists from failsafe).
  • Be a point of contact for the service support team on non-clinical matters where they are unable to resolve practice queries directly (queries may be received via Helpscout, email, telephone, etc.).
  • Handle Contracts Mobilisation Admin - S4 Forms and Information Collation Forms. Join commissioner meetings at the start of agreement stages to learn about services, collate information on behalf of the contract manager, and gather understanding of KPIs for reporting.
  • Maintain the Subcontract Schedule.
  • Responsible for maintaining the national service coverage log and clinical coverage log.
  • Manage the Contracts Help Scout inbox.
  • Perform clinical admin tasks - collating OCT manufacturing information, logging, and sending out patient test referrals. Ensure CCG Policies are up to date for new commissioned areas on OPERA.
  • Manage independent prescribing FP10 pad management.
  • Update the data team on any accreditation and service changes to ensure dashboards remain up to date for reporting.
