Our Specialist Services support diverse communities across the region, delivering tailored care to meet the needs of patients and commissioners. Current services include migrant health provision across Greater Manchester, latent tuberculosis infection screening, community response and vaccination services, and acute visiting and 2-hour response services.

This represents a key area of organisational growth, offering significant opportunities for innovation and service development. The successful candidate will provide strategic leadership to ensure services are designed and delivered in line with commissioner requirements and population health needs.

We are seeking an experienced, collaborative, and forward-thinking senior manager with the expertise to meet the challenges and opportunities of this rewarding leadership role.

Main duties of the job

The role will provide operational and service development leadership across all localities in the delivery of gtds portfolio of specialist services. The current budget for specialist services is £2.3m, with responsibility for managing the associated service budgets, delivery of cost efficiency schemes under the organisational Business Improvement Project, and support discussions around contracting arrangements.

The Head of Specialist Services, with support from gtd clinical leadership, will ensure that services within the specialist services portfolio deliver care that meet the highest quality and performance standards.

The role carries delegated responsibility for operational performance of all gtd healthcare services within scope, together with leading the development and delivery of new such services across the organisation, and driving transformation of these services in support of our ambitious QuEST - Quality, Excellence and Strategic Transformation, programme.

The postholder will be the lead senior officer working with the Transformation Office and other colleagues to grow our specialist services portfolio, across the organisation and work with partners and commissioners at a local, regional and national level.

You will embody the values and corporate personality of gtd healthcare to help ensure that these are understood by all, and lived by staff across all our specialist services.

We currently directly provide a range of specialist services across the North West that support specific communities and are designed and delivered to offer bespoke care to patients and for commissioners with unique needs. These currently comprise being the prime provider of migrant healthcare services across Greater Manchester, latent Tuberculosis infection screening, community response and vaccination provision, an acute visiting service and 2 hour response service across South Sefton, Southport and Formby.

The Specialist Services portfolio represents an exciting area of organisational growth, providing substantial scope for innovation and service development. The Head of Service will work to creatively develop and tailor services to meet commissioners requirements taking into account the needs of the population and financial envelope.

Responsibility for managing the associated service budgets, delivery of cost efficiency schemes under the organisational Business Improvement Project, and support discussions around contracting arrangements.

Lead development of new (or extended) service discussions in relation to specialist services, including leading and supporting new business tender submissions

Attend and participate in monthly operational committee and performance review meetings to interrogate operational service delivery.

Line management of operational staff as required

Work hard in collaboration with other Heads of Service to ensure zero territoriality in delivering services that span localities

Work alongside the corporate affairs team to ensure there is a good understanding and awareness of specialist services across gtd.

Work closely with the Transformation Office to identify and develop business opportunities for new specialist services.

Ensure close links with gtd Academy to explore opportunities for staff skills development to support specialist services

Provide visible and credible leadership to the specialist services.

Ensure compliance with gtd healthcare policies by all gtd staff working in specialist services.

As many aspects of services overlap, work closely as part of a wider gtd healthcare senior operational leadership team to ensure consistent outcomes are achieved, best practice is shared and collective resources are exploited.

Work closely with all central gtd teams to ensure consistency of standards and outcomes across the organisation

Act as the CQC registered manager for services within the locality (with the exception of gtd GMS GP Practices).

Drive forward local innovation and service developments in order to continually improve clinical quality and safety, patient experience, efficiency and performance.

Respond timely and effectively to approaches by external stakeholders and partners which may require establishment of rapid services and support
