Job summary

Primary Healthcare Darlington is excited to be expanding the team and welcome a Clinical Lead to work flexibly over 2 sessions a week. As an integral member of the service management team and working closely with the Operational Services Manager, the Clinical Lead will provide strong and accessible leadership across the suite of clinical services, with particular focus upon strengthening and assuring the systems and processes underpinning clinical quality, safety & governance.

Main duties of the job

This will include liaising with service leadership, administrative staff and reporting to the board when required and overseeing clinical governance activity across the organisation providing expert advice and sharing best practice to ensure safe, effective and high-quality services are delivered for the population of Darlington from PHD

Primary Healthcare Darlington was established in 2014 as the local GP Federation covering 11 GP Practices covering an ever-increasing population of registered patients in Darlington, County Durham. We have a close working relationship with Darlington Primary Care Network, which commissions services and projects that PHD provides for the town. We have close links with Darlington Borough Council and local NHS Foundation Trusts and have the full support and backing of North East and North Cumbria ICB.

Working from dedicated premises close to Darlington Memorial Hospital we provide NHS, Public Health and Private Medical Services.

Key Responsibilities

Input into and oversee the development, implementation, and maintenance of a comprehensive clinical governance framework.

Establish and oversee a process for regular review of policies, procedures and guidelines to ensure compliance with regulatory requirements and industry best practices

Support and ensure a culture of accountability, transparency, and continuous improvement within the clinical team.

Provide assurance to the Company Board on issues regarding clinical services, governance and risk.

Clinical Governance

Input into the design of clinical services to ensure they are safe, effective, well led, responsive and sustainable, as well as meeting all contractual, regulatory and statutory obligations.

Design proportionate and effective governance processes including audits and policy reviews for ongoing monitoring of clinical services to ensure they meet the above standards.

Have responsibility for the implementation of clinical governance processes as designed.

Attend Clinical Governance Committee meeting with Operational Managers and support the Managing Director with the reporting of this to the board ensuring escalation and feedback is timely and effective.

Regulatory Compliance

Stay abreast of all relevant healthcare regulations and standards pertaining to clinical services provided by PHD.

Ensure Organisational compliance with regulatory requirements and standards.

Input into the CQC planning processes and engage in any inspection process.

Work closely with regulatory bodies to address and resolve any compliance issues.

Risk Management

Lead the development and implementation of risk management strategies to mitigate clinical and operational risks.

Establish and oversee an investigation and analysis process for incidents, adverse events and near misses to identify risks and system issues and provide recommendations for improvements.

Ensure there is sufficient clinical input to the investigation of clinical incidents across the organisation to ensure clear action plans are developed and where applicable learning is disseminated both within PHD but also the constituent practices and partners.

Establish and oversee a robust complaints procedure, investigating and responding to complaints in a sensitive and timely manner in compliance with legal and regulatory obligations.

Education and Training

Lead the design of a CPD policy and schedule for clinical staff within Primary Healthcare Darlington.

Ensure effective monitoring of staff compliance and engagement with a CPD schedule.

Ensure there is appropriate clinical supervision and annual reviews for all clinicians delivering direct clinical care including where appropriate/required providing this for individual clinicians.

Ensure all team members are knowledgeable about and compliant with clinical governance policies and procedures.

Engagement and Service Development

Attend and present at organisational meetings for clinical governance and clinical risk management issues.

Develop close working relationships with the lead Nurse and Infection Prevention and Control Nurse and Operational Managers to ensure a collaborative and aligned approach to clinical governance and clinical risk management.

Secure effective engagement with clinicians at all levels and encourage cross professional collaboration to deliver service improvement

Develop relationships with clinical leads and clinical directors of neighbouring healthcare organisations such as federations and hospital trusts to explore opportunities for joint working and aligned system planning.

Engage in the development of the long-term strategic vision for Primary Healthcare Darlington in collaboration with other service leads, and the company board.
