Job summary

This is an exciting opportunity to join Harness Care Limited as a Senior Manager. The successful candidate will be responsible for leading and overseeing the operations of both Harness North and Harness South PCNs.

This role is essential to supporting the strategic transformation within primary care, driving innovation and promoting a culture of continuous improvement across the organisation.

Main duties of the job

The role requires a strong focus on service development, including workforce delivery, with particular emphasis on managing the central Harness Care Limited team, supporting operational processes and scaling the Board of Directors.

The post holder will collaborate closely with neighbourhood teams and Primary Care Networks, requiring excellent communication skills and experience working with diverse professional groups. Passion for driving service innovation and improvement is essential.

This role will ensure that the Harness Federation is well positioned to embrace the challenges of operating in the constantly changing healthcare environment and ready to respond rapidly and flexibly to new business opportunities.

Main Duties

Work with the Board of Directors, Central Team and Clinical Directors to streamline processes

Build strong relationships with the NWL Integrated Care Board (ICB), Brent Borough ICP, NHS trusts, local authority, community and patient groups to drive integration and partnership working.

Drive standardisation and reduce unwarranted variation in the delivery of primary medical services, ensuring best practices are consistently applied across all areas.

Lead on the implementation of key transformation programmes in primary care, such as Integrated Neighbourhood Teams, Long-Term Conditions (LTC) management, Enhanced Access, Additional Reimbursement Roles Scheme and Enhanced Services.

Oversee recruitment, training, and retention of staff, including the development of career pathways for both clinical and non-clinical staff.

Secure funding and ensure efficient allocation of resources to support service delivery and transformation initiatives.

Promoting a culture of inclusivity and equality and continuously striving to reduce health inequalities across population groups.

Maintain a high standard of professionalism and clarity in all presentations and communications, ensuring information is accessible to all stakeholders.

Oversee the Alternative Provider Medical Services contract (APMS) for Harness Care Ltd, working closely with the practice clinical lead and the PCN Clinical Directors / Harness Board.

Ensure that the PCNs operate within the regulatory frameworks, maintaining high standards of clinical governance, risk management, and compliance with NHS policies and guidelines.

Lead and manage a team to deliver high-quality services to the PCNs and delegating appropriately to achieve the organisational goals and adapt to the evolving needs of the network.

Leadership and Strategy Development

Be corporately accountable as an executive member of the Board for strategic planning, resource allocation, service quality, performance management and governance.

Create and continually develop the right conditions to enable successful organisational performance that improves the health of the local population and delivers high quality services.

Create a positive climate of partnership working, fostering excellent stakeholder relations.

Ensure that the Harness Federation has systems and processes in place to review and evaluate new opportunities and to identify, manage and mitigate against potential risks and challenges to the Federation and its work.

Corporate Governance

Develop a constructive and open relationship with the PCN Clinical Directors through regular communication and meetings.

Ensure planning arrangements are in place and high-quality agenda papers are produced for monthly meetings of the Board to facilitate effective discussions and decision making by the Board.

Ensure that organisational policies and procedures are developed and agreed to reflect current best practice and to ensure that they are adopted and followed effectively by all staff.

Service Delivery & Service Development

Ensure that all NHS contracts held by the organisation are delivered to a high standard and that all practices within the organisation are engaged, empowered and supported.

Ensure that patient safety, clinical outcomes and patient experience are maintained and improved in relation to all contracts commissioned through the organisation.

Ensure that effective reporting arrangements are in place to track progress against plans and to escalate issues and risks as appropriate.

Ensure that effective performance measurement and monitoring arrangements are in place to demonstrate practice performance in relation to all services commissioned through the organisation.

Representation

Ensure that effective communication is maintained between the organisation and all member GP practices and that effective systems and processes are in place so that the organisation is aware of the views, suggestions and concerns of local practices in relation to key issues and plans.

Build connections with key stakeholders which encourage collaboration, innovation, partnership and integration opportunities which deliver better care for local people.

Actively contribute to the Borough Partnership and other stakeholders.

  • Understanding and experience of working within a complex political policy context; and a track record of translating national mandate into local delivery
  • Experience of engaging and communicating across a breadth of senior stakeholders including those from health and care organisations, the voluntary sector, service users and the public
  • Knowledge of regulatory compliance and corporate governance, with a track record of implementing robust governance systems and processes
