Job summary

HEE Training Hubs lead on innovative approaches to training and development for Primary Care. We support those on the frontline to be able to deliver safe and caring services for patients. We work at scale across Herefordshire and Worcestershire as part of a wider educator team. Linking with PCNs and practices to offer workforce planning, staff development and training for all staff. We are commissioned by the NHS via Health Education England.

The role is varied and rewarding containing elements of operational management, curriculum development and delivery, quality management of placement providers and liaisons with HEIs and other educational partners. An understanding of Primary Care will be essential for the role and any experience working with educational bodies would be an advantage.

Main duties of the job

This post would suit a highly self-motivated individual with an ability to influence, engage and challenge with integrity and credibility. We are looking for a candidate with excellent communication, organisational and leadership skills who has the ability to continue to work with others to develop the Training Hub to its full potential and secure sustainability.

The role would deputise for the Chief Training Hub officer at a strategic level both at local Place, Integrated Care System and Regionally.

As we are an education and development provider, the post holder will benefit from personal development and opportunities to expand their own knowledge and learning.

Teaching experience would be an advantage as some direct teaching may be delivered by the post holder. However teaching qualifications or train the trainer programs can be gained in post.

Directly manages the operational aspects of assigned programmes/projects as part of the Training Hub team. Responsible for day-to-day operational management. Supporting Chief Training Hub Officer in meeting the contractual and locally determine metric and workforce requirements via project delivery and reporting. To support the Chief Training Hub Officer in development of Herefordshire and Worcestershire Training Hub and support training within Primary Care Networks, practices and federations across Herefordshire and Worcestershire.

MAIN RESPONSIBILITIES

The main responsibilities are set out below.

To oversee the delivery of day to day activities, projects and programs delegated by the Chief Training Hub Officer

To manage team/participants and drive delivery of a range of business initiatives and projects

To operate in a political and sensitive environment

Support the portfolio of initiatives in demonstrating value for money

Support teams to ensure that the portfolio of tasks/projects is planned, managed and delivered effectively

Support and inform the targeting of resources, monitoring, implementation and evaluation of the tasks/projects by providing high quality support including complex information and analysis, communications and stakeholder management.

Ensure accurate and open communication and co-ordination with a range of organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks, lead reporting and analysis.

Prioritize tasks and balance conflicting priorities in order to meet deadlines.

Manage and coordinate colleagues delivering activities for which he or she is responsible. They will also be responsible for ensuring that the activities they are managing are of the required level of quality and delivered to time and cost. It will be necessary for the post holder to:

provide clear instructions to colleagues they are managing

to monitor progress against budget; anticipate and escalate issues that could adversely affect the budget outturn

hold progress review meetings and offer any guidance that may be required to achieve the timely completion of the activities

Be a key member of the team as well as supporting effective communication and stakeholder management, both internally and externally

To identify, develop and promote best practice that can be used innovatively within the primary care setting

Contributing to briefings and presentations for senior colleagues

Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the Chief Training Hub Officer, and relevant forums.

Drafting detailed reports summarising status on issues, appraising outcomes, and providing progress reports for the Chief Training Hub Officer.

Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLAs).

Develop and manage existing and the expansion of placement capacity to create innovative and high quality clinical placements for all learners, to meet the workforce needs of the place in line with the Long Term Plan and, thus maximising the effective use of educational resources

Lead the supportive arm of the HEE Quality Management Process.

Develop, expand and enhance the recruitment and development of the capabilities of multi-professional educators that supports the delivery of high-quality clinical learning placements

Support the development and realisation of educational programmes to develop the Primary / Community Care workforce at scale. Including where appropriate and within competency developing and delivering training packages.

Support workforce planning with ICS colleagues and Primary Care networks

Support the understanding, co-ordination and realisation of health and wider social care workforce planning needs across the system

May deputise for the Chief Training Hub Officer as required.

These functions may be revised in light of national service specification publications
