An exciting
opportunity has arisen for a Primary Care Network Development Manager to work
for the East Primary Care Network, Herefordshire. Experience of working in general
practice is essential, preferably within a leadership or management role.
The East Primary Care Network is a
network of 4 practices - Colwall Surgery, Cradley
Surgery, Ledbury Health Partnership and Nunwell Surgery - with a collective list size of over 30,000
patients and a dynamic GP Clinical Director, supported by committed practice teams.
The PCN Development Manager will form an integral
part of the PCN leadership team working alongside the Clinical Director, PCN Board
Members, Practice Managers, the Wye Valley Trust Locality Manager, partner
organisations and communities, to ensure the delivery of the Primary Care
Networks priorities. They will also line manage the East PCN Operations
Manager, who supervises a team of various professionals working across the
PCN, including clinicians.
The successful candidate will work with an
innovative and supportive team of PCN Development Managers and PCN Operations
Managers.

Main duties of the job
The PCN
Manager is a key role within the PCN, ensuring that the PCN strategic vision
is set and accords with local and national priorities and the needs of the
local population. The PCN Development Manager will also understand and
interpret PCN contracts, bringing together practice teams, the PCN Team and
system partners to ensure contracts are delivered in a pragmatic way which
serves the local community and makes best use of resources. This will
include building on current primary care provision and working proactively
with the wider network to ensure we can offer our local population
coordinated and more integrated health and care.
The role entails
building effective working relationships, working closely with the Clinical
Director, the practice and PCN staff teams, engaging stakeholders across
different organisations and disciplines, coordinating work-streams, and
collating and monitoring risks and issues.
The PCN Development Manager will act as point of
expertise, coordinate the successful delivery of all contractual
requirements, translate national and local policy into meaningful changes,
and will support the network to achieve improved outcomes for their local
population. They will also liaise with the PCN Development Managers of other
PCNs both within Herefordshire and across the ICS.

require scale, to provide general practice services across 24 hours, 7 days a
week.
GP practices retain their individual
leadership and responsibilities but are supported by a wider leadership team
underpinned by the federation; this enables us to partner with local health
and social care organisations, to help coordinate prevention and early
intervention and maximise opportunities for more joined up care.

The PCN Development Manager will act as point of expertise, coordinate the successful achievement of all governance requirements, translate national and local policy into meaningful changes, and will support the network to achieve improved outcomes for their local population. They will also liaise with the PCN Development Managers of other PCNs both within Herefordshire and across the ICS.
KEY WORKING RELATIONSHIPS
Clinical Directors. PCN Leadership team. Practice Managers. Programme Managers. ICB service development and primary care leads. Local Authority (including public health, operational and partnership development leads). Health and care teams at local level, including community brokers and social prescribers, and third sector. Information analysts and business intelligence team.
At all times the post holder must act in a manner consistent with the code of conduct representing Taurus Healthcare, Herefordshire General Practice and the NHS.
You will be working in a team alongside other PCN Development Managers, employed for 37.5 Hours/ Week.
Job Summary:

- Responsible for developing and delivering detailed workforce plans, aligned to PCN priorities and reflecting opportunities within the Additional Roles Reimbursement Scheme (ARRS)
- To ensure all PCN staff, specifically new roles appointed via the Additional Roles Reimbursement Scheme (ARRS) have clear objectives, development plans, and robust management arrangements in place including clinical supervision where needed and operational support for day-to-day service delivery.
- To be responsible for the production of performance and quality reports within the Network and other Network initiatives
- To be responsible for the oversight of the Networks financial systems, including payments to all the practices within the Networks, working closely with the finance team at Taurus Healthcare and the CCG.
- Ensure the PCNs compliance with the GDPR and FOI along with other relevant legislation and professional information management standards such as GMC/BMA and LMC guidance
- To represent the PCN and its CDs in cross organisational meetings when agreed e.g. locality/CCG meetings/ICS and other H&W wide meetings
