Associate Director Nursing & Quality (specialist area clinical workforce)

The role comprises of a number of key core functions

  • To support the Director of Nursing and Quality directorate to:
  • Deliver the organisation’s quality, risk and regulatory compliance agenda to meet local, regional and national requirements
  • Deliver corporate quality and safety objectives
  • Provide expert professional, safeguarding and infection control advice
  • Support the development of PCN quality infrastructure and learning
  • Support practices with IPC and CQC expertise
  • To lead and deliver the clinical workforce quality assurance agenda in alignment with professional and clinical role requirements including HEE road maps across Taurus services and support wider general practice
  • Deputising for the Director of Nursing and Quality
  • Participate in the senior management on call rota
  • Work as a team interchangeably across workstreams

Main duties of the job

General Practice is undergoing significant changes with opportunities emerging to shape services and improve quality and safety. Taurus is a GP federation in an exciting time of expansion to support Herefordshire General Practice with an Associated Director of Nursing & Quality role. We are looking for a dynamic and experienced health care professional to join our team focusing on the clinical workforce agenda and opportunities to be involved with other workstreams.

You are somebody who is happy working in a changing and challenging environment, has strong leadership skills with senior level experience in working across organisations leading on improving quality and safety, above all must have a can do attitude.

Quality and Nursing Team Directorate responsibilities

· Promoting a just and safe culture across the organisation.

· Ensure quality strategies, operational frameworks meet and deliver legislative and regulatory requirements

· Ensuring regulatory registration requirements are in place

Ø Manage the organisation risk management function, ensuring provision of dynamic high quality reactive and proactive approaches focused on delivering high standards of patient and staff safety through:-

    • Incident reporting and management system
    • Investigations management
    • Complaints management

Ø Ensure risk management activities are undertaken and owned within Taurus Committees and wider general practice (as at scale activities develop) supported by robust reporting structures and risk registers

· Development of quality and safety strategies and improvement plans

· Ensure co-ordination of organisation governance activities, working towards improved clinical outcomes, patient safety and patient experience

· Develop and participate in health community wide governance networks and activities in order to enhance the whole patient pathway, and promote integration of partnership working

· Encourage the use and flow of appropriate information throughout the organisation, in order to provide evidence of lessons learnt, sharing of best practice and of continually improving practice

· Ensure follow up of all related internal and external governance and quality related reports, coordinating the development and implementation of action plans, and their delivery within agreed timescales

· Provide strategic oversight and operational expertise to ensure the Patient Safety software system (Datix) which records incidents, complaints, compliments and risk functions effectively for Taurus Healthcare and wider primary care (GP practices and PCN’s.)

· Provide quality and safety leadership, advice, training and education to GP practice and PCN colleagues

· Work in partnership with ICS colleagues and PCN’s to develop a quality framework and delivery mechanism to enable place-based working

· Working in partnership with colleagues across the system to support quality and safety improvement of primary care services and develop ‘at scale’ and PCN solutions in line with national guidance

· Support quality and safety assurance functions which include: -

Ø Leading on clinical governance within the organisation (designated areas)

Ø Supporting development of PCN clinical governance infrastructure/operational processes and quality teams.

Ø Ensuring risk management processes are correctly followed to identify, manage and appropriately escalate risks

Ø Ensuring quality and safety/risk reports meet Quality Assurance Committee (QAC) and other committee/Board requirements

Ø Monitoring, investigation and analysis of incidents, complaints and compliments extracting lessons learnt and coordinating action plans utilising recognised tools such as root cause analysis

Ø To support development of internal audit programme against defined measures and ensure that effective corrective and preventive actions are taken

Ø Represent Taurus at relevant quality/governance meetings and implementing agreed actions

Ø Overseeing the review process for policies, procedures and standard operating procedures

Ø Management of Quality and Safety Administration role

Ø Deputising for the Director of Nursing & Quality as appropriate

Work with Training Hub team to:-

· Develop education, competence and supervisory matrix for clinical/patient care roles and framework for monitoring compliance, focusing on ARRS roles as priority

· Develop quality assurance framework and reporting functions to support pre-post registration placements In line with HEE quality assurance requirement

· Develop ARRS role and supervisor/assessor training plan

Develop Taurus PCN clinical governance framework to include

· Clinical governance meetings

· Risk identification and management

· Incident, complaint, concern management and reporting

  • Experience of working within a senior management team
  • Experience of working with patients and the public to enhance and develop patient pathways
  • Excellent IT skills
  • Experience of using incident, complaint and risk management software (preferably Datix)
