We are looking for someone who has experience working in a HR Managerial role supporting a number of locations either in the NHS or other healthcare organisation, ideally primary care; having dealt with complex employee relations cases and practical application of employment law.

A fantastic new opportunity has emerged for an HR Manager to join the Human Resources team at Taurus Healthcare providing HR support to GP Practices across sites in Herefordshire. This is a full time 12 month Fixed-Term role with the potential to go permanent at end of the Fixed-Term period.

You must be interested and have an understanding of a patient focused service. We are looking for a great Team player who is resilient and can quickly establish & build excellent working relationships and credibility with key practice stakeholders across the Herefordshire GP Federation by understanding and working collaboratively on people related issues.

Main duties of the job

Experience of reviewing/auditing HR files/processes/procedures and developing/implementing and change management is required along with supporting HR projects ranging from policy updates/writing, reviewing polices/procedures, data analysis, and compiling reports.

Building line management HR capability is crucial to the delivery of services and experience of previous experience of training and coaching line managers is required.

Excellent communication & IT skills both written and verbal along with previous experience of using HR systems and advanced knowledge of Microsoft Office including Excel, Word, Powerpoint and Outlook.

You must be able to plan and prioritise own work effectively to meet deadlines and demands of the service.

JOB PURPOSE

Provide high quality advice on all HR issues and work alongside the Head of HR to ensure there is the best people management practice including workforce management and development and employee relations

Providing customer focused comprehensive and pragmatic HR advice and support to GP Practice Manager and employees in line with HR policies, procedures and legal requirements.

To support the Head of HR in the delivery of the Strategy/Business Plan, in order to meet the organisational goals and objectives such as the People Strategy.

To work on specific delegated corporate HR projects in line with the HR strategic plan.

To act as a role model within the HR team and within the wider Taurus Team and GP Federation, demonstrating the values of Herefordshire General Practice at all times.

To establish and maintain effective working relationships at all levels including board members and colleagues in general practice.

MAIN RESPONSIBILITIES

1. HR Practice and Advice

Work with Practice Managers to improve the standard of HR practice ensuring that best practice is developed in terms of workforce management, development and employee relations for all staff.

Ensure effective HR information is provided to the Head of HR on HR performance measures relating to the Chambers Model.

To advise general practice in a professional capacity upon employment law, relevant policies and procedures and terms and conditions of employment. In addition, advise upon work performance, maternity, ill health, re-deployment and salary issues.

2. Employee Relations

To advise and support managers in a wide range of employment relations issues determined by the Chambers Model which may include managing conduct, performance, and sickness, the recruitment and selection of staff, equality and diversity, maternity regulations, harassment and bullying, grievance and dispute issues effectively.

To provide clear, consistent and practical advice that is in line with up-to-date and relevant employment law and both Taurus and general practice policies and procedures.

3. HR Systems and Documentation

To assist the Head of HR to ensure that appropriate HR systems for all relevant activity are developed, maintained and updated so that all appropriate Employee Relations activity and information is captured in an accurate, timely, and efficient manner in accordance with data protection/GDPR requirements, employment legislation and Taurus policies.

4. Organisational Development, Service Improvement and Change

To work with the Head of HR and managers across general practice to improve efficiency and performance enabling on-going improvements to be delivered in the quality, service and cost effectiveness of services.

To work collaboratively with the Head of HR and general practices to change and improve services and their efficiency by providing challenge and advice to facilitate delivery of projects to maximise the efficient working of practice staff and their engagement.

5. Workforce Planning

To assist the Practice Managers to ensure key workforce including ICS, core and ARRS workforce planning issues are fully considered and that effective long term plans are drawn up to develop the workforce to best and most efficiently achieve objectives.

To assist the Practice Managers to ensure workforce plans are developed which properly reflect the agreed and budgeted changes to services in liaison with ICS, core and ARRS workforce planning.

To ensure necessary actions are implemented to ensure the on-going supply of staff with the skills to carry out the work required.

To assist the Practice Managers to implement, monitor and revise workforce plans as required.

Prepare workforce reports and data for Head of HR

6. Recruitment and Selection

To liaise with the HR Officers and Practice Managers in the provision of an effective recruitment and selection service in accordance with the Chambers Model and legal requirements.

7. HR Policies

To support the Practice Managers, to review HR policies that need to be written and/or reviewed and draft new policies as required. Work with Practice Managers and Head of OD, Engagement & Wellbeing to develop standard ensure policies and associated procedures to each practice which are practical, easily understood and meet employment law and best practice requirements.

8. Training & development

To work with the Head of HR to plan, prepare and deliver team briefings, or workshops to Practice Managers & staff on key HR themes (when relevant) e.g. recruitment and selection, carrying out return to work interviews etc.

To work towards an agreed Training Passport to ensure portability of training completion/compliance between organisations.

9. With the Head of HR, to develop a wider development plan for the workforce, including how managers across practices can further develop their skills.
