Job summary

We are seeking to recruit an innovative and experienced pharmacist to lead CW Medicines and act as Superintendent.

Main duties of the job

Job Summary

To ensure the safe, efficient and effective delivery of all aspects of the out-patient pharmacy services in Chelsea and Westminster Hospital NHS Foundation Trust (CWHFT), in accordance with national and local standards.

To have delegated accountability for ordering and management of all medicines within CW Medicines Ltd.

To advise the Board on an appropriate workforce plan providing sufficient pharmacy staff who are trained and competent for their role.

Implement and lead through a robust succession plan which is linked closely with defined career pathways

Operating from two different pharmacy sites (369 Fulham Road and 56 Dean Street), the company provides the outpatient dispensing services for patients of the Trust. Job responsibilities

1.Staff selection, recruitment, management, training and development

  • To manage and develop all pharmacy staff and ensure effective recruitment, selection, induction and performance management of an appropriately qualified and flexible team.
  • To provide professional leadership and advice to all pharmacists and pharmacy staff working for the company.
  • To ensure all pharmacy staff have appropriate opportunities and support for training and development and are acting in accordance with the Code of Ethics and requirements of the General Pharmaceutical Council (GPhC).
  • To ensure appropriate processes for assessing competence of pharmacy staff are in place and be responsible for professional endorsement of that competence.
  • To advise the Board on local and national standards of practice and changes in legislation that may impact on workforce planning for pharmacy services.

2.Operational Management

  • To ensure that all activity undertaken is consistent with maintaining registration of the premises with GPhC.
  • To ensure the Medicines (Pharmacies) (Responsible Pharmacist) Regulations 2008 are adhered to at all times and ensure that the Pharmacy Record is maintained at all times.
  • To ensure delivery of timely, effective and efficient clinical and technical pharmacy services in accordance with the pharmacy business plan and within available resources.
  • To ensure adequate and up-to-date Standard Operating Procedures are in place as required by GPhC.
  • To clearly communicate and document arrangements which are to apply during the absence of the responsible pharmacist from the premises.
  • To ensure prescription records are legally compliant, in accordance with GPhC guidance.
  • To agree, monitor and ensure the service meets key performance indicators for all aspects of the out-patient pharmacy services.
  • To support good communication between all sectors of the Trust pharmacy and with departments and directorates to whom the out-patient pharmacy service is provided.
  • To ensure an effective document process is in place for all pharmacy policies and procedures.
  • The development of a profitable and customer satisfying retail offer within the available space.
  • To work with prescribers, as agreed via KPIs to enhance and develop the out-patient pharmacy service that patients receive.

  • To keep main information services and/or reference sources available and up to date.
  • To ensure computer software is regularly updated and business contingency plans are in place.
  • To plan, develop and support the introduction of new or revised working processes to optimise the quality of work and the profitability of the unit.

3.Management of Controlled Drugs

  • To ensure that the principles outlined in the DoHSC publication The Safer Management of Controlled Drugs (CDs) are adhered to all times.
  • To ensure the safe and appropriate management of CDs in the pharmacy. (Day-to-day management of CDs may be delegated to a suitably-trained, competent registered pharmacy technician or pharmacist.) However, legal responsibility for CDs will remain with the post holder.
  • To ensure standard operating procedures (SOPs) covering each of the aspects of the safe management of CDs such as ordering, receipt, record-keeping are developed and maintained.
  • To ensure the controlled drug register is maintained and the balance is reconciled against the stock of every CD via a regular stock audit as agreed with the CWHFT Accountable Officer.
  • Any discrepancy in the actual versus recorded balance of any CD discovered during an audit or the dispensing procedure will be investigated and resolved without delay. The post-holder will ensure that systems are in place to ensure that the discrepancy is reported to the CWHFT Accountable Officer within one working day.
  • To develop and maintain systems jointly with the CWHFT Accountable Officer to ensure appropriate prescribing of controlled drugs.

4.Medicines management

  • To be responsible for safe and secure medicines practice. This includes medicines selection, procurement, storage, preparation, dispensing, supply and patient education.
  • To advise the Board of local and national developments, recommendations and their impact in relation to Medicines Management.
  • To support adherence of prescribing practice to the hospital formulary as advised by The Medicines Group (TMG) at CWHFT.
  • To support development and implementation of systems for the monitoring and review of medicines expenditure by directorates within out-patients.
  • To ensure compliance with local and national standards of practice and legislation through audit processes, including external audits, quality initiatives and reports to the Board.
  • To ensure that a suitable quality management system is adopted and maintained which meets the approval of the CQC.

5.Financial

  • To ensure pharmacy services are delivered within the agreed budget and advise the Board of exceptional circumstances which may impact on budgetary management and delivery.
  • To ensure maintenance and regular review of the pharmacy staff establishment record and mapping budgets and income.
  • To ensure all pharmacy transactions, including ordering and receipt of medicines and collection of pharmacy related income complies with standing financial instructions and national guidance and legislation.
  • To have delegated authority for the purchase, receipt and storage of all medicines used by the company.
  • To develop, monitor and review of all SLAs between the company and CWHFT, along with their PFI partners.
  • To ensure pharmacy stock-holding levels are appropriate, monitored, and handled safely and securely. Ensure stock takes are conducted as per defined frequencies and suitable oversight of high cost medicines and minimising potential stock wastage.
  • To ensure the provision of timely and accurate information on medicines and out-patient pharmacy costs and activities, especially in relation to medicines excluded from Payment by Results.

  • To ensure all communication by the post-holder and staff (verbally, electronically, by letter etc) with patients, relatives, carers, prescribers, pharmacy board members, pharmacists, staff, other health care professionals is of a high standard

  • To hold corporate responsibility as the company accountable officer in line with Statutory Instrument 3148 The Controlled Drugs (Supervision of Management and Use) Regulations 2006.
  • To ensure full and timely implementation of the requirements of Patient Safety Alerts and Rapid Response Reports, or equivalent, within the resources available and to ensure evidence of ongoing monitoring of such. Where this is not possible, to take responsibility for reporting outstanding actions to the Board.
