Job summary

Wigan's award winning Healthier You programme in collaboration with Greater Manchester Training Hub are seeking an experienced Project Officer to work within the Wigan Borough Primary Care and Workforce Planning team. This key role is an exciting opportunity for an experienced Project Coordinator to join the growing and evolving team responsible for the delivery of high-quality training and events to Primary Care Networks in Wigan.

This key role is matrix managed between the Wigan Training Hub and Wigan Borough CCG Primary Care team

The successful candidate will focus on Primary Care and will specifically assist the Head of Workforce Development and Learning and the Bolton and Wigan Locality Training Hub Clinical Lead with the development and delivery of a series of Primary Care workforce and training programmes that support sustainable and resilient general practice.

GP practices have come together to form Primary Care Networks, covering a registered population of around 3050,000. Primary Care Networks provide the basis for enabling general practice to work at scale; improving the ability of practices to recruit and retain staff; to manage financial and estates pressures; and to provide a wider range of services to patients. There are 7 Primary Care Networks across the Wigan borough which align with our Service Delivery Footprints (SDFs).

Primary Care Networks (PCNs) will become the vehicle for GP collaboration with partners who have a stake in improving the health and wellbeing of the local population. They provide the foundation for general practice to operate at the heart of our integrated place-based health and care system which is central to our Wigan Locality Plan.

Wigan Borough has many practices accredited as learning environments and a track record of implementing innovative workforce programmes to support general practice development. These include the GP and Nurse Fellowship Schemes, the introduction of Community Link Workers across the Borough and the delivery of innovative training programmes for clinical and non-clinical staff.

As the Project Officer (Primary Care Workforce and Learning), you will support the delivery of all Greater Manchester Training Hub projects and core deliverables within the Wigan Borough, working directly with the locality training hub clinical lead, clinical educators and locality manager.

You will also be responsible for updating and monitoring programme plans to ensure milestones are achieved, whilst identifying and highlighting risks in an appropriate and timely manner. You will also support the on-going development of the Primary Care training programme and develop effective links with Primary Care Networks and individual GP practices to increase awareness of opportunities.

Key Tasks

Assist with the delivery of a range of transformational workforce and education programmes within Primary Care.

Co-ordinate, maintain and manage the Primary Care learning and development programme calendar.

Working as part of the team, organise and co-ordinate a range of training, conferences and educational events including organising venues, participants, resources, and trainers.

Use varied mechanisms and initiatives to promote activities and maximise engagement from Primary Care teams/staff across the Borough.

Monitor the level of Primary Care engagement in the locality and GM wide training programmes whilst preparing and presenting reports on access, evaluation, and outcomes.

Monitor and liaise with PCNs around the development of learning environments, promote access to appropriate supervision and mentorship courses and ensure their optimal utilisation across the Bolton and Wigan locality Training Hub footprint.

Encourage participation in the training programmes and follow up areas of low engagement to identify and understand the obstacles, to enable the team to provide additional support where applicable to improve engagement.

Assist in the collation of a register and the maintenance and development of relationships with a range of reputable training providers, assisting in the identification of opportunities for skills sharing and education across the borough and wider stakeholders.

Support the implementation of the range of roles via the PCN DES Additional Roles Reimbursement Scheme and the utilisation of GP ready schemes these roles my access.

Support workforce development and future workforce planning.

Work with Workforce Leads and locality clinical lead in securing resource, planning, and responding to opportunities.

Work with PCN teams and Clinical Leads to gain an understanding of the learning and development needs of the primary care workforce within Wigan.

On an ongoing basis you will:

Maintain effective relationships with GP practices and PCN leadership, the CCG Primary Care Team, Wigan Locality Training Hub Team.

Co-ordinate programme reporting arrangements and ensure projects and identified PCN action plans are on track.

Project manage the delivery of sub projects, completing project and action plans as required.

Co-ordinate and support the Primary Care Workforce and Education group and associated subgroups.

Co-ordinate, support and administer the Locality Training Hub Board.

Operate within GDPR guidelines by regularly reviewing data held and destroying information in line with retention schedules.
