ProCure23 Construction Senior Manager - Temporary role to 31st October 2026, with potential to extend.
This exciting opportunity to join the ProCure23 framework team within the Estates & Facilities function NHS England, a key role within the team primarily focused on the existing ProCure22 and ProCure23 Frameworks (P22/P23), the default framework for NHS organisations. The role will involve the provision of advice on procurement compliance matters and the NHS capital investment programme, supporting the delivery of our next generation of capital projects and broader capital/commercial team objectives. The role will involve supporting the development and launch of the next iteration of the framework, ProCure24.
The Position We require a motivated individual, someone who has sufficient experience in procurement management to provide evidence based advise to internal and external stakeholders at a senior level and make decisions on behalf of the organisation where relevant and necessary

is organised, a good co-ordinator and excellent at managing your own workload
prioritise demands, working under pressure and yet able to deliver quality output
The Team has office based in Leeds and London. The post location is flexible, however it will require travel as and when required across England to support Regional and National Teams as well as NHS Trusts undertaking Capital Investment Projects.
Main duties of the job
The main duties of this temporary role will include
Providing procurement advise to internal colleagues and external stakeholders relating to both Public Contracts Regulations 2015 and the Procurement Act 2023
Managing and monitoring procurement pipeline activities across the framework and keeping records to support data analysis of procurement activity
Regular liaison and support to external NHS Trust representatives to inform them of the procurement process, provide guidance and advice, and support their procurement activities
Attending and contributing to board meetings and working groups with external contractors and framework stakeholders to drive awareness, innovation and growth for the framework
Liaising with Crown Commercial Service (CCS) as the owners of the framework on relevant contractor and supplier assurance matters
Sharing awareness of relevant procurement matters, latest guidance and best practice with the team
- Oversight of framework contractor performance including supplier intelligence and performance data
Identify innovations and betterment opportunities, ensuring regular review of processes/procedures and updates recommended as part of a strongly driven continuous improvement process via review of framework performance
Linking with the commercial lead to monitoring and assess changes in procurement legislation and best practice
