Job summary

We are in the process of establishing long-term capability to deliver the New Hospital Programme - the 3rd largest programme on the Government's Major Projects Portfolio enabling the delivery of NHS's Health Infrastructure Plan.

The Senior Supply Chain Regional Manager (Category Management - MEP) role will focus on leading the category strategy for MEP and be responsible for supporting the Associate Director for Category Management. This is a high-impact role that will work closely with cross functional teams to ensure the MEP category strategy aligns with business goals

The post holder will support the definition of current processes, facilitate discussions and advise colleagues as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

The role will lead, develop, execute, and continuously improve the category/commodity strategies. Identify market trends, and opportunities for cost savings and supply chain optimization.

The role will involve matrix management within the NHP team. The postholder will work closely with the other Senior Category Managers within the Category Management team together with Procurement, Design, Engineering, PMO, Delivery to create a cross functional sub team to ensure where there is cross-over of requirements and a strategic approach is taken in engaging with the market.

Main duties of the job

The post holder will support in the development of effective strategies and operational policies for promoting innovation across the Programme within the MEP cross functional category team.

Working closely with colleagues across the Programme Directorates, ensuring coherent strategy, and will:

  • Know the market and product positioning to optimise value, drive efficiency, reduce risk and create opportunities.
  • Be thorough in understanding of the MEP Category as-is position for the various aspects of strategy and delivery
  • Use appropriate technology to manage the categories
  • Keep in mind that a change in business direction will impact the category strategy
  • Consider the impact on the supplier of failure to implement a new strategy
  • Plan appropriately to allow time to implement a sourcing strategy
  • Document key stakeholders with relevant engagement plans
  • Identify examples of national and international best practice and ensure that NHS England benefits from relevant innovations in healthcare, including alignment and coworking with NHSE

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

  • Membership of (or to be currently working towards) the Chartered Institute of Procurement and Supply (CIPS) or World Commerce and Contracting (WCC - formerly IACCM), Royal Institute of Chartered Surveyors (RICS) or equivalents.
  • Educated to master's level or equivalent level of experience of working at a senior level in specialist area

  • Minimum of 7-10 years of experience in procurement, category management, or supply chain, with a strong focus on strategic sourcing, contract negotiation, and supplier management.
  • Proven track record of managing and leading cross-functional teams or projects. Ability to influence stakeholders at all levels of the organization.
  • Market Engagement: experience of engaging with key stakeholders, including potential contractors, industry experts, regulatory bodies, and community representatives.
  • Demonstrable experience of managing and prioritising a large budget with solid working knowledge of financial process requirements.
