Job summary

As theHead of Governance, Assurance, Audit and Policy, the post holder will lead and work as part of a dynamic team in delivering an effective service supporting managers and staff across theCommercial Directorateto establish and lead all commercial governance and compliance across NHP, Department of Health and Social Care and Cabinet Office, as well as develop policy and lead on independent audits to drive assurance within Commercial.

Main duties of the job

  • Ensure there are clear governance processes with relevant panels in place to keep track of approvals for third party spend.
  • Work with the Commercial Leadership Team to ensure UK legislative & regulatory requirements & Government Commercial Standards are being met within the programme.
  • Devise & manage policies & procedures, ensuring the adoption of best practice methodology, standards & thresholds, to improve quality & outcomes.
  • Lead in drafting changes, implementation & interpretation to policies, guidelines & SLA's which may impact service delivery.
  • Manage, undertake & be accountable for the delivery of complex policy projects.
  • Oversee & manage the Commercial Directorate's assurance & audit activities, ensuring compliance with audit requests:
    • Ensure all documentation delivered from within Commercial meets the required consistency, policy & regulatory checks.
    • Proactive gathering & provision of information to bodies auditing the directorate.
    • Ensure proactive response to Programme-wide assurance events, working collaboratively with the Programme Office to provide relevant documentation & information.
    • Policy development, control & admin of the use of procurement cards across the Programme.
    • Deliver strong assurance processes & procedures including liaison with governance & internal/external audit.
    • Provide regular reporting.
  • Support improvements in supplier engagement & conflict management through creating & communicating a pipeline which is kept up to date.
