Job summary

The role of Associate Postgraduate Dean (APD) in England has evolved over several years as a result of changes in healthcare education and training, the implementation of revalidation, the emergence of new workforce solutions and the continuing development of NHS England Workforce, Training and Education (WT&E).

The role of the APD assists the Postgraduate Dean in embracing corporate, statutory and non-statutory functions, aligning with the NHS England WT&E mandate. The role is focused firmly upon improving patient and learner safety and experience and ensuring effective educational outcomes.

We are seeking to appoint to two roles.

Applicants will be established consultants or GPs within the West Midlands and are normally expected to continue in a reduced but maintained clinical role. This will usually involve direct patient contact, but wider roles might occur. These posts will be on secondment from the appointee's employer and salary will be reimbursed via the Education Funding Agreement. In certain circumstances, direct employment may be agreed; it is anticipated they will be for two years in the first instance and then renewable annually. An annual appraisal against the roles, supporting a whole practice appraisal by the employer, will be carried out.

Main duties of the job

  1. Faculty Development and Leadership (3-4PA)Up to 4 PAs. Postholder will provide leadership in the development and delivery of programmes and projects across the organisation that assist in the delivery of our mandate, including supporting the development of trainers in a multi-professional workforce, engaging with national agendas and business managers and regularly report to PME Board, liaising with Trusts, Directors of Medical Education, Heads of School, TPDs and Regional Directors. There is an optional further one PA to take on a 'workforce' portfolio (which may include representation at a People Board/ICB, working with the APD for Workforce and Workforce and Transformation Managers and to lead on a specific workforce and transformation workstream in conjunction with other APDs.
  2. Workforce and Transformation (4PA)Four PAs; focus will be Faculty Development and Leadership. Postholder will provide Leadership in Medical Workforce and Transformation in line with the NHS Long Term Workforce Plan working with other APDs. They will be expected to represent the Midlands in national medical workforce groups and lead in discussions around 'Expansion and Distribution' regionally. This will include work as required with regional stakeholders. Postholder will also represent NHS England WTE at Midlands Clinical Senate.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Role 1: Faculty Development

  • Lead on the Faculty Development Strategy for PMDE
  • Chair Faculty Development Strategy Group and liaise with Faculty Support Manager to review budget and expenditure.
  • Report to PMDE Board on progress against the faculty development plan
  • Lead on faculty development of educators.
  • Lead on PMDE Development days and co-lead on organisation of the Annual Educators conference
  • Advise the Postgraduate Deans and PMDE Board on NHSE WTE policies and strategies relating to faculty development that may arise from workforce transformation and other initiatives, in conjunction with other ADs

Role 1: Leadership

  • Develop a leadership strategy for PMDE Board that supports Head of School and Training Programme Directors embed leadership development into all training programmes.
  • Participate in the national Leadership Leads Forum
  • Support the development of a culture within the workplace through education and training that fosters personal development and embeds equality, diversity and inclusion.
  • Advise the Postgraduate Deans and PMDE Board on national NHSE WTE strategies and initiatives relating to leadership development.

Role 2: Workforce and Transformation

  • To provide Leadership in Medical Workforce and Transformation in line with the LTWP
  • Working with the Midlands Multi-professional Associate Dean for Workforce
  • Working with Workforce and Transformation Managers
  • Provide leadership for the other Associate Deans with time allocated in their portfolios for Workforce and Transformation
  • To hold a workforce portfolio (which may include representation at a People Board/ICB, working with the Associate Dean for Workforce and Workforce and Transformation Managers and to lead on a specific workforce and transformation workstream in conjunction with other Associate Deans which will be co-ordinated by this postholder
  • Represent the Midlands in national medical workforce groups e.g. Educator Workforce Strategy
  • To lead in West Midlands discussions and recommendations for placements as part of the Expansion and Distribution initiatives
  • To work as required with colleagues in NHS England WTE with ICBs/ICSs, People Boards, Trusts to advise and support multi-professional workforce solutions to implement the LTWP especially where change is required to deliver different models of care e.g. where services are fragile
  • To represent NHS England WTE at Midlands Clinical Senate

Both roles (Generic):

  • To support the Dean in meeting all statutory requirements.
  • To represent the office of the Postgraduate Dean as necessary in this and other duties as appropriate (this is likely to include chairing ARCP appeals panels, conducting investigations into complaints, supporting quality visits, supporting Heads of School and TPDs where there are problems with a particular placement or programme that requires some externality and senior representation from NHSE WTE W. Midlands to resolve).
  • To be part of the West Midlands AD group and support AD colleagues in delivering their portfolios and identifying areas of synergistic working.
  • To be a liaison AD with designated Trust(s) (shared between other ADs)
  • To contribute to, and actively support colleagues on PMDE Board to deliver their portfolios.
