Job summary

As a Senior Assurance Lead (Capital) and reporting to the Head of Commercial Assurance and Audit you will work in partnership with colleagues to provide an efficient, effective and robust Assurance and Audit structure. You will also work alongside other workstreams to aid the delivery of The New Hospital Programme:

Ensuring effective processes, guidance, templates and business plans.

Providing commercial governance support for the senior leadership and other teams, as needed.

Working with others in the production of performance reports and ensure data quality / integrity is maintained You will be coordinating with a variety of commercial workstream leaders and stakeholders, to operate and develop commercial governance policies to ensure NHP delivers the Government's Health Infrastructure Plan commitments.

The post holder will work as part of a dynamic team in delivering an effective commercial environment supporting managers and staff across NHP Commercial Function (and where necessary the Programme) to ensure the NHP is established as a multi-functional national programme team, to drive the programme and individual project activity.

We are recruiting two Senior Assurance Leads within the team.

Main duties of the job

Support the management and coordination of the overall IAAP, scheme-independent assurance 'Gateway' reviews and other assurance events.

Manage assurance across the NHP and provide guidance on the types of assurance and requirements.

Manage the implementation of NHP strategies on assurance.

Lead the planning of assurance activities, ensuring they are aligned to delivery milestones and accommodate for interdependent projects.

Communicate outcomes of assurance reviews and make recommendations for improvements.

Lead the development and continuous review of the governance structures, ensuring an appropriate design of boards and committees is in place and effective to support decision-making and the delivery of programme outcomes.

Provide expert guidance on all types of assurance reviews required across the NHP, making sure wider government guidelines for major programmes are met.

Work with NHP stakeholders (e.g., Project Managers) to ensure appropriate levels of assurance and corrective actions.

Oversee the management of assurance reporting activities across NHP, working with the Programme Delivery Directorate to embed effective reporting and communication of key messages.

Lead the provision of a first-class secretariat service for the NHP Executive Committee and other sub-committees.

Knowledge and experience

  • Evidence of a minimum of 10 years' experience in commercial management, ideally within a complex business development, construction or infrastructure environment.
  • Extensive experience in a variety of Procurement and Contracting models and specifically in Construction and Professional Services NEC based contracting environments, using a range of reimbursement models
  • Demonstrable experience of working in a large infrastructure programme with complex governance structures, interfacing with project managers, planners, risk managers and project controls teams.
  • Demonstrable experience leading commercial resources, agreeing objectives, managing performance and development to ensure staff have the necessary skills and support to deliver in their roles.
