Job summary

The Elective and Emergency Care Improvement (EECI) group consists of five teams focussed on clinical and operational improvement. The teams are:

Elective Improvement Support Team

Emergency Care Improvement Support Team

Mental Health Improvement Support Team

Community Improvement Support Team

Programme management and analytics team

The teams are formed of senior staff with clinical and operational backgrounds. They have a focus on improving the care and experience of patients and staff, translating policy into improvement activity, working alongside frontline teams and their management structures.

Clinical leadership is integral to the group, with clinical leaders embedded within the teams. The medical director works alongside the director of the EECI group, providing leadership and strategic direction of the group as part of the group senior leadership team. The medical director has a close working relationship with, and is professionally accountable to, the national clinical director for UEC. The role involves interfaces with a range of NHSE teams as well as external bodies.

We are keen to recruit an individual with experience of senior leadership roles, with a relevant clinical background to provide clinical leadership across the group, supporting the lead clinicians within individual teams, clinical directors and clinical associates to best deliver their roles and responsibilities.

Main duties of the job

The post-holder will lead on professional engagement on behalf of the Director of Elective and Emergency Care Improvement and lead on clinical effectiveness to improve the quality of care for patients

This role will be key in supporting the Director of Elective and Emergency Care Improvement to provide clinical oversight and building medical leadership capacity and capability.

The post-holder work with the other UEC and Elective Care teams across NHS England to apply evidence based clinical practice, service design, commissioning and provider support to secure improvements in services for patients and gains in health outcomes.

They will also provide clinical leadership on key programmes designed to improve the clinical effectiveness of NHS care.

The postholder will deputise for the Director of Elective and Emergency Care Improvement where appropriate, including covering periods of absence.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

Essential

  • Current unrestricted registration with the General Medical Council and entry onto the Specialist Register or GP Register

Desirable

  • Equivalent level of experience working in UEC or Elective care

Knowledge and Experience

Essential

  • Proven and significant leadership experience and/or formal management qualification
  • Proven experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
  • Understanding clinical assessment and management of patients flows
  • Proven experience in managing a wide range of clinicians spanning various specialties

Skills and Capabilities

Essential

  • Highly developed communication skills with the ability to communicate on highly complex matters in a politically sensitive environment
  • Proven experience of leading and developing policy

Desirable

  • Experience in leading operational business improvement including HR and Finance
  • Good understanding of Diversity, Equity and Inclusion
