Job summary

This role provides an opportunity to be at the cutting edge of fast paced operational delivery and development across the NHS, working collaboratively with NHS England, internal and external stakeholders to deliver safe and effective patient care during an unprecedented period.

The post holder will work as part of a small and dynamic team in delivering an effective UEC operational function, supporting the NHS through local systems and within the regional operational footprint. The post holder will support, manage and lead the UEC operations team and deputise for other senior operational managers when required. The role will work closely with colleagues within the ROC, (Regional Operations Centre) and wider operations team including EPRR.

The role will develop close working relationships with the Duty Operations Director and other Incident Coordination Centre staff.

Externally the role will involve working closely with the local systems and individual organisations to ensure NHS delivery by supporting commissioners and local system teams.

The post holder will have responsibility for supporting operational delivery of the UEC operations function. The role will support other members of the Senior UEC operations team in oversight and delivery of programmes of work within the six ICS areas. This will include supporting improvement and transformation workstreams.

Detailed job description and main responsibilities

The regional UEC operations team strategy is the delivery of safe, high quality Urgent & Emergency Care across the East of England region.

As a UEC Operations Manager, the post holder will work as part of a dynamic team in delivering an effective UEC operational function, Supporting the NHS through local systems and within the regional operational footprint. The post holder will support the Senior UEC Operations Manager in delivering the day-to-day operation. The role will work closely with colleagues within the ROC, wider operations team including EPRR. Externally the role will involve working closely with the local ICS's and individual organisations to ensure safe and effective delivery of NHS UEC services.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Respond to tasks and issues to help resolve immediate or potential patient safety issues. Work as a team to follow-up action to mitigate and recover performance. Produce and maintain single regional common operating picture. Produce briefing for the senior operation lead as required. Follow up on key lines of enquiry with local UEC systems leaders. Work with the UEC team and ROC to help build local, regional and national confidence in supporting resolution of operational issues. Build on lessons learnt from previous experience and years. Work as part of the UEC operations team to respond to surge and escalation e.g., Winter management period.

The role supports the business in driving transformation as well as value for money in planning, commissioning and service. The role is designed to build acombination of subject matter expertise and technical skills to develop a strong service delivery.

The role requires the individual to participate in 7 day working pattern as part of a rolling rota. On call pattern 1 in 3.

  • Must be able to demonstrate a sound knowledge and understanding of the New NHS strategies and must be able to demonstrate competencies in current policy's and provide evidence of previous achievements in supporting patient centred services across their healthcare footprint.
  • The candidate must be able to operate as a senior manager in a multi-disciplinary team sometimes in a pressured environment, taking key strategic decisions regarding to emergency planning and emergency disaster management. This should include attention to detail in recording and reporting of key actions.

  • Experience of working in operational delivery, management and oversight of UEC operations. Or equivalent Community or acute settings.
  • The candidate must be able to demonstrate examples of leading projects and work streams as part of a multidisciplinary team.
