Job summary

The Financial Control team in the NHS England Finance and Planning Directorate is now recruiting for a Senior Finance Manager Billing/Debt.

This is a fantastic opportunity to be at the heart of work to support the NHS. We:

work closely with government to agree NHS funding;

ensure the NHS lives within its annual budget;

decide how to distribute the funding to the different NHS services and parts of England;

support innovative programmes that improve the care and experience of NHS patients or people using NHS services;

set out the financial and performance priorities the NHS should be delivering each year;

report how much the NHS has spent on providing services each year;

explore how the NHS can make the best use of its money;

look at how spend on building or equipment can improve the care and experience of people using NHS services.

consider how nationally we use these resources to improve healthcare outcomes, reduce inequality, improve health and support the NHS.

As a Senior Finance Manager - Billing/Debt, you will Lead in the management of the Accounts Receivable function including providing management information and KPIs and working with NHS Shared Business Services and the procurement team to deliver an effective service. Leading and supporting the ICBs in their AR functions will also be key to your success.

Qualified accountant with experience of leading an accounts receivable function.

Great communicator with an ability to engage across the NHS to share best practice

Responsible for the day to day range of staff management matters,

Ability to identify and implement AR process improvement opportunities

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Essential

  • Qualified Accountant, with current membership of a relevant professional body.
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area
  • CIMA, ACCA, ICAEW, CIPFA

Knowledge

Essential

  • Detailed understanding of NHS Finance at an intermediate level with an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Extensive knowledge of debt collection acquired through experience or training
  • Evidence of post qualifying and continuing professional development

  • Numerate and technically competent
  • Highly developed communication skills with the capability to analyse, review and make sense of highly complex, sensitive or contentious information across a diverse range of subjects relevant to post portfolio.
  • Demonstrable skills in presenting complex concepts and information which may include difficult and controversial issues, across a wide range of audience
  • Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales.
