Job summary

This role is open to all GMC, UKPHR and GDC registered Public Health Consultants.

This is a full time 10 Programmed Activities per week / 37.5 hours appointment to the termsand conditions of service for doctors in public health medicine and community health service and hospital medical and dental staff England and Wales or on NHS Agenda for Change terms and conditions of service if from a non-medical background (band 8D).

This is a Non-Reserved post under the Civil Service Nationality Rules and is therefore open to UK, Commonwealth and European Economic Area (EEA) Nationals and certain non-EEA members.

Main duties of the job

Public Health Consultantwill provide public health leadership into national priority programmes. They will leadpublic health input on specific areas as required:

  • Providing support to the Director for Public Health in delivering the public healthcare agenda across NHSE, particularly in advancing key NHS public health and population priorities, including supporting ICBs. The postholder will play a key role in building vital relationships with external partners such as DHSC, UKHSA, Local Government, and strengthen internal links across NHSE directorates.

  • Provide health protection oversight and expertise where appropriate across Medical, EPRR and Vaccination and Screening Directorate.

  • Providing technical specialist advice, overseeing clinical reviews and evaluations into key Public Health programmes.

  • Develop national strategy and frameworks, and ensuring programmes are designed with a population health foundation.

The postholder will be a credible leader adept at working with colleagues in different parts of the health system and beyond. Whilst this is a national role it will involve close working with regional colleagues as required, to ensure an integrated and coordinated approach. A key priority is to address inequalities in access to services and outcomes. Additionally, supporting the wider system in development of approaches to commissioning and delivery of whole pathways of care including prevention opportunities.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Qualifications

  • GMC/UKPHR/GDC registration. If an applicant is UK trained in Public Health, they must ALSO be a holder of a Certificate of Completion of Training (CCT), or be within six months of award of CCT by date of interview
  • Applicants must meet minimum CPD requirements (i.e. be up to date) in accordance with Faculty of Public Health requirements or other recognised body.
  • MFPH by examination, by exemption or by assessment.

Role

Desirable

  • It is a statutory requirement to have sufficient consultants to meet appraisal and revalidation needs. The new consultant will serve as an appraiser and contribute to meeting this statutory requirement.

Knowledge and experience

  • Experience of using complex information to explain public health issues to a range of audiences
  • In depth understanding of the health and care system and the relationships with both local national government
  • In depth knowledge of methods of developing clinical quality assurance, quality improvement, evaluation and evidence based Public Health

Skills and Capabilities

  • Strategic thinker with proven leadership skills and operational nous
  • Able to demonstrate and motivate organisations to contribute to improving the public's health and wellbeing through mainstream activities and within resources
  • Analytical skills able to utilise both qualitative (including health economics) and quantitative information
