Job summary
The post holder will be reporting to, and agree projects, with the Consultant in Public Health- Specialised Commissioning and will provide public healthexpertise to partners in the health and justice sector to understand and meet the health needs of people in contact with the criminal justice system (CJS), in custody and the community. Particularly, to support NHS England in the delivery of its responsibilities under Section 7a to commission healthcare in secure and detained settings and prescribed places of detention (PPDs) and to commission Sexual Assault Referral Centers (SARCs,) but also to work with law enforcement and criminal justice partners and others to address inequalities and reduce re-offending through managing health related drivers of offending behaviour.
They will be the 'point of first contact' for local stakeholders and partners in all matters relating to the health and well-being of people in secure and detained settings or in contact with the criminal justice system in the community. This requires understanding of not only the health system but also the criminal justice system and how to address health-related drivers of offending and re-offending as well as improve health.
Partnership working is central to the role and therefore highly developed leadership and collaboration skills are required. Due to the nature of the population, there are political sensitivities that need to be considered whilst working on this programme.
Main duties of the job
The post-holder will provide public health expertise, providing appropriate public health input to the annual commissioning cycle and ensuring health improvement is a key outcome of the process.
They will lead on core public health analytical and evaluation functions in relation to these services using complex data fromvarious sources and negotiating conclusions in a challenging environment. There is a requirement to generate new knowledge and information through completion of needs assessments, audit, evaluation, and research for the Health and Justice commissioning and Specialised Commissioning functions for the region. In addition, they will engage across clinical pathways by developing strong links with Integrated Care Systems and Local Authorities.
The post-holder will work with the national Health and Justice team and representatives of the Devolved Administrations as part of the national Health and Justice Network.
Whilst the Health and Justice Programme Manager sits within the Specialised Commissioning in DSP, the role covers all aspects of public health practice, including health protection, health improvement as well as healthcare public health.
The role works in close in partnership with the NHSE EoE Health and Justice and Specialised Commissioning teams, health and social care commissioners, service providers, academic and third sector organisations and prisoners/detainees.
