Job summary

The Transformation Portfolio Office team sits within the Transformation Directorate in NHS England. It oversees the full range of delivery and investment activity across the directorate - the second largest transformation portfolio in government (totalling c.£2bn/year) - ranging from product development (such as the NHS App), to live services, to driving the installation of electronic patient record systems. The TPO's role is to ensure clear plans are in place, that they represent value for money, and that delivery is well managed and achieves its intended benefits in order to deliver improvements for patients, clinicians, and the health and care system, as a whole.

Main duties of the job

You will work closely with and under the guidance of the Assistant Director Assurance and Risk:

  • To provide advice and analysis across the spectrum of risks and risk management practices in TD, and review and assess its business functions and initiatives in the performance of their risk work.

  • To identify gaps/weaknesses in risk management practices, across categories of risk, and quality of risk information, and work proactively to address these to meet TD business needs.

  • To ensure TD's risk management approach is proportionate and appropriate and reflects the needs of the complex digital delivery environment, and to work iteratively improve it.

  • To collaborate with colleagues across NHSE and communicate with risk practitioners and specialists in the NHS family, creating and using appropriate communications, documents, records and reports.

  • To develop, plan and implement a programme of improvements in Risk Management and deliver training that raises standards and improves maturity, and work to improve the perception that risk management adds value and is of benefit to the directorate.

  • Lead training eventsin order to upskill risk management colleagues across the directorate and build an effective risk management culture

The Strategy Finance and Delivery sub directorate is part of the Transformation Directorate whose core aim is to lead the development of the future tech-enabled, person-centred health and care service. We plan to do this by:

  • Shaping the strategic direction of health and social care by defining models of care for the future.
  • Engaging with patients and frontline staff on the design of our products and services
  • Working with regions, ICSs and health and care providers
  • Enabling research and encouraging the introduction and adoption of new clinical and care innovations
  • Supporting the delivery of priority national services and programmes of work
  • Building and operating national platforms, services, and data provision
  • Encouraging the adoption of solutions at scale

The Post holder will be responsible for leading a defined set of interdependent projects and the associated business change activities. Responsible for the successful delivery of the required outcomes, including governance and assurance, monitoring, risk management and ensuring the business is ready for change Key responsibilities will include:Programme and Project Management Deliver significant programmes or group of projects for NHS England targeted at improvements in health outcomes for the public. Manage the whole lifecycle through to effective closure of a number of programmes relating to system change, ensuring excellent governance throughout Lead on change programmes and facilitate the uptake of initiatives that support and embed excellence within the health system. Lead on the delivery of multiple projects and programmes of work, working with colleagues and subject matter experts to scope, plan design and deliver those. Support and deliver organisational change and the uptake of initiatives that support excellence. Manage the whole lifecycle of programmes of work containing multiple projects, reporting on progress and managing risks and issues, acting as a point of escalation for project managers within the team. Deliver detailed programme reports to senior NHS England team members and various Boards across the health and social care system, including when necessary the Department of Health and Social Care. Manage the delivery of benefits and track realisation of project/programme outcomes.Service Improvement Quality assure and review programme and project management tools, report and templates that are transferable between projects and can be used for the whole project lifetime, from design to delivery. Be a champion for best practice, learning from experience and from others, supporting the spread of innovation within the organisation and beyond.

Accountable for the delivery of, robust, information systems to ensure that all project documentation is stored and used effectively (PID, dashboards, highlight reports, risk and issues logs etc). As part of a PPM community of practice contribute to the development of project and programme management approaches and ways of working across the organisation(s). To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of NHS England. To ensure all public and patient contact with the Programme office is of highest professional standard. To embed patient and public involvement at all levels of decision making.Analysis & Judgement Demonstrate a flexible approach to the development and delivery of new programmes where necessary within the scope of NHS England. Interrogate and analyse, sometimes highly complex and contentious, information to support the delivery of clear project reporting and project outcomes. Write and submit regular high-level programme reports for the Programme Director and programme boards showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist. Develop key performance indicators and milestones for specific programmes and projects, managing conflicts and ensuring that interdependencies are managed effectively. Communication Communicate the vision for NHS England and support the development of strategy and operational policies that support this vision. Provide expertise of best practice change and programme management methodologies and support the embedding of these within the wider team. Communicate, engage and build relationships with key strategic policy makers to influence the development of strategy and policies across the organisation and the wider health and social care system. Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits.

Forge close working relationships across the organisation and beyond to facilitate an effective matrix management approach to delivery of projects and programmes of work. Provide additional advice and guidance to the wider programme and project management team through working flexibly to deliver other projects and programmes where they may be a subject matter expert or through.providing advice and guidance on best practice and legal implications Communicate highly complex, sensitive and contentious information to wide range of audiences, including in public and local consultations where there may be hostile/antagonistic audiences.Financial Management Hold budgetary responsibility for specific programmes, tracking and monitoring spend. Constantly strive for value for money and greater efficiency in the use of budgets and to ensure that they operate in recurrent financial balance year on year.People Management Provide line management for a team of programme and project managers as required (see Assignment Brief for organisation chart).
