Working in the NHS Cancer Programme, you will set the agenda for cancer services in England. Working with patients, clinicians, charities and across the public sector, our aim is to reduce preventable cancers, diagnose cancer earlier, increase survival and improve the quality of life and experience for cancer patients. We develop national policy and strategy, and work with our Cancer Alliances across the country to transform services for patients.

This is an exciting time for the NHS Cancer Programme. We are working towards diagnosing 75% of cancers at stage 1 or 2 by 2028, and consequently helping 55,000 more people survive for at least five years after their cancer diagnosis.

You will work on the Lung Cancer Screening programme, which aims to diagnose lung cancer early. Currently, without an asymptomatic screening, only 28% of lung cancers are diagnosed at stage one or two - one of the top worst performing cancers in England. This is changing, and over 4,000 cancers have now been diagnosed through the TLHC programme in pilot sites (75% at stage one or two). The National Screening Committee has recommended targeted lung cancer screening is rolled out nationally and this role will support continued delivery and expansion.

We are looking for a Programme Manager who can commit to this full time post.

The national Lung Cancer Screening programme is an exciting, high profile and high impact programme of work that will require a wide range of project, commercial, financial and stakeholder management skills, in helping to fully establish Europe's first national targeted lung cancer screening programme.

This role is critical to support scaling up of the Targeted Lung Health Check programme across the country, and to support Cancer Alliances to address challenges related to reaching additional populations. A portfolio of work will be agreed with the successful postholder. This may include supporting CT capacity development, workforce plans, national ICT, funding reviews, Quality Assurance, data reporting etc. The role will support national governance arrangements, assuring project and programme delivery, as well as supporting oversight of the ongoing national programme evaluation. Alongside this the postholder will support the rollout of an implementation plan and more detailed national guidance to support scaling up of the programme.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Candidates will bring the following expertise:

  • Experience of delivering complex transformation projects, ideally with experience of cancer programmes.
  • High level skills in programme management, stakeholder engagement and performance management of national programmes.
  • An understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
  • Ability to work effectively with a wide range of stakeholders, including health professionals, senior managers, people affected by cancer, and third sector organisations.

Primary responsibilities:

  • Manage the smooth and effective delivery of the programme. This includes supporting sites to go live, scan more patients and diagnose more cancers by working with Cancer Alliances/ local service leads and regional leads and supporting problem solving approaches.
  • Support Cancer Alliances with delivery queries and programme expansion, including supporting CT procurement queries and contributing to financial reporting and spending review for the programme.
  • Track performance through Management Information reports and support stakeholders with actions where necessary.Manage delivery nationally, including the development of service documentation and protocols.
  • Manage the development of plans for the delivery of key workstreams relating to national rollout (including work force plans, CT capacity, development of national ICT and development of Management Information systems & processes, review of national quality assurance and protocols and public health commissioning arrangements). Engage extensively with stakeholders, such as charities, Royal Colleges, and patients, to ensure they are part of the design and delivery of future plans.
  • Work closely with clinical & programme leads and other stakeholders in development of plans, including preparing information for the Expert Advisory Group and Lung Cancer Screening Implementation Group.

The successful candidate will feel comfortable working in agile environments and will work flexibly on other tasks and projects as they arise.
