Job summary

This is an exciting time to join the System Coordination team within the Strategy & Transformation directorate in NHS England South East. Recent changes have meant that digital transformation, integrated neighbourhood teams and transformational improvement teams are now part of the directorate and we are in the process of getting to know each other and developing new ways of working together.

As a directorate, we lead on:

Assurance, oversight & regulation across six ICBs within the South east region.

ICB & system development

Digital transformation

Transformational improvement and regional strategic planning

We are looking for someone who:

  • Has significant experience of working within the NHS and managing people;
  • Has significant experience of working collaboratively with regional teams and external organisations to develop innovative solutions to address shared problems;
  • Has a good understanding of improvement science and methodologies;
  • Is flexible in their approach and is able to adapt in order to meet competing and changing demands;
  • Can demonstrate a good understanding of oversight and assurance processes, roles and responsibilities.

Main duties of the job

Covering a geographical area within the south east region (currently Sussex and Kent & Medway) whilst working flexibly across different geographic portfolios where required.

  • Holding the relationship management role with relevant ICB colleagues and working across the regional functional structures to co-ordinate and align our interventions.
  • Supporting effective oversight and assurance processes for ICBs and provider organisations.
  • Maintaining a log of improvement support offers for ICBs and ensuring the impact of these are assessed regularly, using appropriate impact methodologies.
  • Support the development of the regional business plan, work across the regions' directorates to ensure the business plan reflects national directors' priorities and policy and reflects the priorities of ICB's as set out in their strategic plans.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Job responsibilities

As a Head of system coordination, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the region within the area of system coordination working in collaboration with system leaders.

The postholder will:

Work across the south East region geography and maintain a flexible approach in support of key priorities

  • Work flexibly across different geographic portfolios where required to ensure the team remains adaptive to new issues and to facilitate the transfer of skills and knowledge across the team.

Work across regional functional structure to help coordinate and align our contacts, support and interventions.

Work with corporate directorates to help coordinate specialist interactions alongside regional functional teams.

Document and track impact of agreed approach in order to periodically work with functional teams to assess effectiveness of approach.

Ensure that there are procedures in place so that the NHS Oversight Framework is embedded and followed within the region.

Support the advisory function to functional directorates on regulatory and assurance technical matters.

Support an appropriate governance and reporting/monitoring framework to support national and regional governance requirements.

Support the development of the regional business plan, work across the regions directorates to ensure the Business plan reflects national directors priorities and policy and reflects the priorities of ICBs as set out in their strategic plans.

Support the strategic application of the sustainability agenda including providing reports as required and engagement with ICB sustainability leads to ensure on-going progress is made against the sustainability priorities.

  • Engage with key strategic regional and national policy makers to inform development of strategy and policies
  • Develop and champion new initiatives or projects as necessary

The post holder will be required to support the relationship management model for one or more systems.

Knowledge and experience
