Job summary

The Workforce, Training and Education (WT&E) Education and Training sub-directorate will:

  • Provide clinical & professional leadership to education and training policy, regulations, standards, reform and delivery.
  • Assure the quality and improvement of education and training.Focus on addressing the gaps in the workforce across all roles, professions, healthcare pathways and geographies through education and training.Delivery and co-ordination of nationwide commissioned, education and training programmes.Recruitment, management and distribution of education and training that requires nationwide delivery, coordination and oversight.Maximise the use of digital, technology and innovation in the delivery of education and training.

The post holder will work to develop and implement key workforce education and training policy objectives in partnership with programme leads and clinical leads in WT&E. The post holder will actively contribute to enabling a flexible, productive and affordable healthcare workforce that meets the needs of patients and changing care pathways and the values set out in the NHS Constitution.

The post holder will help define, manage and lead a range of policy workstreams and time-limited projects to support delivery of NHSE Mandate from the Department of Health and Social Care and the wider objectives of the NHS Long Term Plan and Long Term Workforce Plan.

Main duties of the job

The role will:

  • Ensure the development of policy on workforce education and training and workforce transformation is linked to the wider health and care system agenda
  • Be responsible for the day-to-day leadership, motivation, and management of staff.
  • Manage the delegated budget for the portfolio and be responsible for ensuring adherence to the budget
  • Lead on the initiation, development and implementation of guidance, frameworks, and policies in support of assigned work areas
  • Be responsible for developing policy and procedure to provide workforce intelligence, including briefings, commissioning, business, or resources.
  • Produce influential and impactful policy briefings, policy analysis and policy papers and use engaging communication techniques to engage stakeholders to explain NHSE's policy position and narrative on flagship programmes and cross-cutting areas of work.
  • Manage various forums and groups nationally to ensure that NHSE receives relevant, timely and up to date information to influence the development of healthcare education and training reform.
  • Liaise with a wide range of stakeholders to ensure all views are represented in the development of policy and related policy implementation, enabling NHSE to design the best possible solutions to workforce supply and transformation.
