Job summary

The Integrated Urgent and Emergency Care (IUEC) Directorate in NHS England is seeking a dynamic Chief of Staff (CoS) who will lead a team to support the Deputy COO & National Director for IUEC. In this pivotal role, the postholder will work closely with analytical, policy and communications experts to provide strategic advice to the National Director and Deputy COO, as well as providing wider support within the Directorate and leadership on specific, high-priority projects for the wider DCOO team.

The IUEC Directorate works across all UEC pathways including: pre-hospital access (111 and ambulance services), in-hospital pathways, discharge processes (including links with community and social care). The postholder will work across these areas to ensure the thorough development and delivery of policy, including working closely with government colleagues. The wider Deputy COO team also includes Resilience and Operational Improvement teams. The CoS has an important link with these teams, ensuring objectives are aligned and managing high-priority pieces of work.

In addition, the CoS will play a vital role in the wider management and development of all of the Deputy COO Directorates. They will support the National Director and SLT on a wide range of policy and corporate issues to ensure the smooth running of the Directorate and act as a senior link with finance/HR teams.

Main duties of the job

Represent views of the Deputy COO & National Director and the IEUC Senior Management Team (SMT) to ensure the business of the IUEC directorate and other directorates in the Deputy COO portfolio is clearly formulated, understood by all stakeholders and delivered efficiently and effectively.

Work on behalf of the Deputy COO & National Director with a wide range of senior stakeholders, Department of Health and other Government departments and Arms' Length Bodies, as well as Independent Sector and VCSE organisations.

Support the Deputy COO & National Director in managing high profile agendas e.g. the delivery of the UEC recovery plan and winter management, working closely with the offices of the NHS CEO, SofS, and other central government stakeholders.

Provide high quality policy advice and support the delivery of programmes. The postholder will synthesise information from a wide range of internal and external sources, using it to provide high quality advice and support to the IUEC and other Deputy COO directorates. They will also provide strategic support to wider programmes, ensuring they deliver as required, and providing input to policy and decision making at a national level.
