Job summary
We are seeking fixed-term - initially 12 months - specialist clinical advisor(s) to work in total 4 PAs per week on a high priority Long Term Workforce Plan area.
Postholder(s) will work with leaders across the system to support the delivery of NHSE's Flexibility programme; which is a designed to deliver greater flexibility within medical careers, focussing initially on postgraduate medical training programmes.
We are specifically looking for clinical advisor(s) that can support to the following priorities in the Long Term Workforce Plan:
- Identify areas where increased flexibility would improve the working lives of doctors in postgraduate training programmes.
- Develop and deliver pilots to trial proposals and assess their impact and deliverability.
- Inform the wider reform of postgraduate medical training, recruitment and selection.
The postholder(s) will provide a key role in delivering the ambitions of the LTWP, providing specialist clinical advice, input into policy development and leadership aligned the expansion of the enhance programme specifically across Medical Foundation Training and Integrated Care Systems.
This will involve working closely with senior leaders in the NHSE Workforce, Training and Education Directorate, Post Graduate Deans across Regional WT&E and clinical and system leaders from the health and care system.
Main duties of the job
Extensive plans have been developed to deliver training reform and subsequently this post holder will be required to lead on the delivery of the following:
Programme flexibility
- To work with WT&E Postgraduate Deans to deliver the role out of OOP Pause
- To work with WT&E Postgraduate Deans to design and evaluate mechanism to assess capabilities and skills acquired while out of programme against specialty curriculum requirements
- To work with WT&E Postgraduate Deans, Royal Colleges and Faculties on options for flexibility of curriculum requirements based.
- To work with NHS employers on the design, impact and delivery of flexibility programmes on providers
- To support the work on NHS staff passports as it relates to Postgraduate Doctors in Training, the associated work on Mandatory & Statutory Training (MaST) and single employer models for rotating doctors
- To work with Postgraduate Deans on models of increased entry points into programmes to increase access
- To work with other statutory Education Bodies to identify areas of commonality in the delivery of increased flexibility in training.
- To support the work on e- and self-rostering models with providers
Recruitment and selection
- To work with MDRS recruitment group to deliver planned pilots in recruiting to LTFT Posts
- To work with MDRS to consider options for recruitment that increase access to programmes and Locally Employed Doctor posts

The post holder will build on existing collaborative relationships with the higher education system, NHS providers and system partners to develop models for high quality, innovative education and training.
The flexibility programme is a key part of both the Enhancing Doctors Working Lives programme and NHSEs medical education reform programme delivering changes to training programmes through both policy (e.g. Out of Programme Pause), personal development time and recruitment processes. The Long Term Workforce Plan highlights the need to reform the development of the medical workforce, and these programmes are focussed on delivering that aim.
The post holder will play a crucial role in ensuring the following performance metrics of the programme are achieved over the next 12-24 months.
- Delivery of OOP Pause, with proposals for reform of OOP by 2025, including step in and out of formal training programmes.
- Delivery of recruitment to LTFT post pilots for 2025 recruitment across 3-5 specialties and regions
- Guidance for assessment of skills and capabilities gained outside training programmes against curricula to speed progression through training by 2025
- Delivery of pilots that increase access to training through flexibility of start date by 2025

- Medical degree qualification and Royal College membership and a licence to practise
- Experience in the participation and delivery of formal medical training programmes and experienced educational leader
