Job summary

NHS England has worked with stakeholders from across the system to develop the NHS Long Term Plan. The Plan ensures that the NHS has a bright future ahead of it. Its ambitions range from providing high quality lifesaving treatment and care for patients and their families, to reducing pressure on hard working NHS staff and investing in exciting new technologies.

In order to realise the potential of the Long Term Plan, the new NHS England needs strong specialist clinical leadership and advice.

The Medical Directorate has been created to support regional colleagues and local health systems in collectively delivering our responsibilities and the ambitions as set out in several publications including the NHS Long Term Plan, UEC Elective Recovery Plan, Workforce Plan and the Operational Planning Guidance. We provide leadership to improve outcomes and promote quality. We also provide professional and clinical leadership across the system as well as designing, developing and advising on clinical policy.

The post holder will be based with the diabetes team but expected to work closely with leaders in the NHS England Prevention and Long Term Conditions programme to ensure this work aligns with NHS England's priorities.

Main duties of the job

The role of the National Specialty Advisor (NSA) is to support senior leaders including Senior Responsible Owners (SROs), National Clinical Directors and Medical Directors to provide clinical advice in four respects:

  • Clinical advice to drive transformation of services;
  • Clinical advice to support identification and delivery of our corporate clinical priorities (at national and regional level);
  • Clinical advice to support the commissioning or procurement of services; and
  • Clinical advice on ad hoc issues to support parliamentary accountability.

The post holders will support senior leaders with the provision of clinical advice and leadership through:

  • Collaborative working with programme SROs, clinical directors and other clinical leads across the organisation (e.g. GIRFT clinical leads, workforce leads and NHS Impact programmes) in their speciality area to ensure that all work programmes are aligned with national policy and strategy. This will involve working with other NHS England specialist teams within the prevention and long term conditions portfolio to maximise opportunities for the effective management of multi-morbidity across clinical pathways.
  • Being a valuable source of knowledge on the latest scientific advances and providing clinical expertise on cross cutting themes including digital healthcare, innovation, addressing unwarranted variation and tackling health inequalities within the field.
  • Support policy and strategy teams with horizon scanning and in the successful design and delivery of interventions and resources to support system, professional and care pathway changes at a national and local level.
  • Collaborative working with other stakeholders in developing and delivering the programmes ambitions, improving the quality and value of healthcare services and ensuring programmes are clinically focused and credible
  • Providing advice and insight to support and promote integrated care which is based on the needs of particular population groups.
