Job summary
Our function's core purpose is to ensure that all eligible people have access to high quality, accessible national screening and immunisation programmes and to maximise uptake whilst reducing inequalities. The team consists of a Commissioning and Contracting Team, working alongside 2 Screening and Immunisation Programme Teams. Collectively, we are responsible for all aspects of commissioning to meet population needs through negotiation or procurement, supporting performance improvement and implementing national programme changes.
The post holder is required to have a detailed knowledge and skills in contract management and procurement.
The post holder will be responsible for managing a number of acute, maternity and community contracts across Hampshire and Thames Valley. This role will lead on all aspects of contract management, building effective relationships across acute, community and independent sectors, working closely with specialised commissioning colleagues and colleagues in the wider region. The role plays an important part in ensuring national standards are met through regular contract monitoring and the use of contractual levers where necessary. The post holder will ensure service requirements are enshrined in contracts, contract values and payment mechanisms agreed, and providers are paid correctly
The post holder will be a hybrid worker based in Southampton and able to attend in-person meetings with providers and other stakeholders across the patch.
Main duties of the job
As a Contracts Manager, the post holder will work as part of a dedicated team in the development and delivery of effective commissioning of public health programmes across the Hampshire Thames Valley sub-region, in accordance with local and national commissioning strategies and priorities.
The post holder will act as the supplier contract manager for a designated portfolio of acute, community, independent sector and primary care providers and will take the lead on all aspects of contract and performance management.
The post holder will liaise with commissioning colleagues in the wider commissioning directorate and in other regions to ensure services are properly enshrined in contracts and the needs of our population are served.

About us
Responsibility for commissioning of our programmes is due to be delegated to Integrated Care Boards from April 2025 in line with national policy, at which point the team is expected to transfer to a host ICB.
