Job summary
An exciting opportunity has arisen for a Head of Delivery for Equality and Health Inequalities for the East of England. This role will link with the national Health Inequalities Improvement Team, as well as with colleagues across the region in NHS Healthcare Public Health, Integrated Care Systems and the Office for Health Improvement and Disparities within the Department of Health and Social Care.

Main duties of the job
As Head of Delivery for Equality and Health Inequalities, the post holder's primary focus will be to lead the delivery aspects of the overall regional programme and individual projects, working closely with a number of other regional and national teams, including the national Health Inequalities team, and the six Integrated Care Systems (ICSs) in the East of England.
The overall regional programme will support nationally identified priorities, regional priorities and locally identified system priorities. A core aspect of this the national Core20Plus 5 initiative:
- Core 20 - Most deprived 20% of our population
- Plus - Other population groups as identified by local population health data e.g. ethnic minority communities
- 5 - Targeting five key clinical areas of health inequalities:
- Early Cancer diagnosis (screening & early referral)
- Hypertension case finding
- Chronic Respiratory disease (driving Covid & Flu vaccination uptake)
- Annual health checks for people with Serious Mental Illness
- Continuity of maternity carer plans.
The post holder will both lead the support to the six ICSs in the East of England and lead the review and assurance of their plans and delivery of those plans, ensuring anticipated benefits are delivered.
The post holder will have primary responsibility for the successful delivery of the overall programme, working in a matrix way with colleagues from a number of different teams.

The national Health Inequalities Improvement Team has been established to work with other programmes and policy areas across NHSE and partners in the wider system to deliver the team's vision of exceptional quality healthcare for all; ensuring equitable access, excellent experience and optimal outcomes.
The Health Inequalities Improvement Team's role is principally threefold; setting direction in relation to tackling health inequalities across NHSE and the wider NHS; creating a positive improvement culture which champions data as a means of gaining actionable insight to drive interventions leading to improvement in health inequalities; and working with others to ensure that we deliver the commitments to tackling health inequalities set out in the NHS Long-Term Plan and our response to the COVID-19 pandemic.
Underpinning all of our work is a strong focus on quality improvement with a real emphasis on data for improvement, strengths-based approaches and co-production with communities, patients and service users.
The team has deep links across NHSE programmes, policy and clinical areas and strong connections with health inequality improvement priorities in public health teams and Local Authorities.

Operational
- Work internally and externally to deliver projects, initiatives and services to time and in a cost-effective way, supporting ICSs to secure the potential efficiencies identified by the programme.
- Provide stakeholder management for the programme, engaging a range of senior stakeholders from a number of specialties to support the effective implementation of the programme.
- Ensure appropriate stakeholder engagement strategy is in place defining how the strategy will engage with all stakeholder groups and what information flows will be established and maintained.
- Support the identification and sharing of best practice to support service improvement.
- Support the overall programme and individual projects in demonstrating value for money, tracking, managing and delivering agreed benefits.
- Provide specialist advice and prepare strategic reports and briefings for directors and stakeholders showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist.
- Interrogation, in depth analysis, interpretation and production of complex and multiple report/data sets to support the delivery of clear project reporting and project outcomes.
- Provide additional advice and guidance to the wider team through working flexibly to directly assist other projects and programmes where they may be a subject matter expert or through providing advice and guidance on best practice.
- Provide advice and guidance across NHS England on specific subject matter areas, where they are the known expert and can relate national policy and best practice to delivery across multiple health and social care systems.
