Job summary

Undertaking the Secretary of State for Health and Social Cares appellate functions, NHS Resolutions Primary Care Appeals service is responsible for ensuring the prompt, reasoned, and fair determination of appeals from GPs, dentists, opticians, and pharmacists against decisions made by integrated care boards.

We are seeking to appoint Lay Chairs to our Panel Member list. This position is offered on a five year contract, with a daily rate of £575.08.

You will sit as a Committee Chair determining highly contentious appeals regarding the establishment or relocation of NHS community pharmacies which have a direct impact on patients and service provision.

You may also be called upon to adjudicate on other types of disputes.

You will be responsible for the consideration and determination of appeals and disputes, acting with independence, impartiality, integrity, propriety and equality of treatment, appreciating the importance of high standards of conduct and of maintaining public trust.

Main duties of the job

Applicants should possess the following:

  • Qualifications - Degree level qualification or equivalent experience in one or more of the following fields: Health & Social Care, Education, Law, Human Resources, Governance
  • Analytical - Proven ability to consider and understand highly complex information on a wide range of issues.
  • Communication - Excellent oral and written communication skills and interpersonal skills, including the ability to communicate professionally with a range of stakeholders.
  • Stakeholder engagement - Ability to explain and justify decisions in language appropriate for a broad range of interested parties.
  • Experience - Adjudicating (as chair) in quasi-tribunal proceedings, tribunal or similar.
  • Accountability - Understanding of the importance of upholding public interest in high quality, efficient, consistent and fair decision making.
