Job summary
The Estates Officer - Mechanical and Buildings will hold responsibility for the maintenance and upkeep of mechanical engineering and building services throughout Harrogate & District NHS Foundation Trust (HDFT) This includes all building services, automatic, active and passive fire protection, heating, domestic water services, ventilation, medical gases, decontamination, Theatre systems, lifts and all other engineering services as designated by the Compliance and Mechanical Services Manager and the Head of Operational Estates.
The role includes providing support to the Compliance and Mechanical Services Manager and the Head of Operational Estates in all matters relating to the efficient operation of engineering services. This includes effective management of a multi-disciplinary workforce and specialist contractors.
A high level of technical competency is essential to provide first line technical support to all staff. The post holder shall also be willing to undertake such training as may be required, to support their technical and managerial development.
The Estates Officer - Mechanical and Buildings must be able to work and act on their own initiative, and possess the ability to communicate effectively with all other members of HIF and HDFT.
Main duties of the job
o Accountable to the Head of Operational Estates and responsible to Compliance and Mechanical Services Manager for the cost effective and efficient operation of all plant, equipment and services within their control, to include the planning monitoring and co-ordination of engineering maintenance programmes.o Deputise for the Estates Operations Manager and other Estates Officers as required.o Actively participate in the implementation, operation, and improvement of computer aided facilities management (CAFM) software, identifying and utilising methods to monitor work streams and gaps in compliance.o Prepare reports on a wide range of subjects, such as response time analysis, compliance.o Manage consultants, temporary technical staff, contractors, trade and operational staff within the department as required.o Manage engineering maintenance on a day to day basis, including dealing with operational incidents as and when they arise acting as AP for a range of mechanical or electrical services as designated by the senior management team.o Manage, plan, organise and implement the programme of engineering maintenance, taking in to account the operational requirements of the site and ensure any non-compliances are resolved or escalated immediately. Ensure all mechanical services are maintained in line with industry standards such as HTMs, HBNs, Legionella Control Association, L8 and WIAPS or others.

Ensure all building services are maintained in line with industry standards including HTMs, HBNs, CAR 2012, Building Regulations and others. Manage, plan, organise and implement apprenticeships, learning and general training programmes, including arrangement of supervision, shadowing, and on-the-job learning opportunities to apprentices and trainees. Liaison with college representatives and provision of information with regards to college reviews and progress will also be required. Effectively diagnose engineering faults and initiate repairs including management of the CAFM system ensuring all departmental KPI and reactive works are completed within timescale and output reports are prepared for assurance meetings, operational meetings and SMT Maintain records of all statutory requirements and services, so as to comply with relevant legislation, to include; evidence of PPM, evidence of reactive response times and resolution, Permit to Work systems, training etc. Liaise with the wider Estates Management team to prepare engineering maintenance and plant / equipment replacement programmes on an annual basis. Manage and carry out works under Minor New Works and Ward Allocation budgets, as requested by HDFT and the senior management team Manage and control contractors on maintenance and minor capital projects. Manage and carry out investigation into engineering failures of plant, services or equipment with reference to complaints including Health, Safety, and Welfare at work and incident reporting.
