Job summary

The Estates Officer Mechanical will hold responsibility for the maintenance and upkeep of mechanical engineering services throughout Harrogate & District NHS Foundation Trust (HDFT) This includes all heating, domestic water services, ventilation, medical gases, decontamination, Theatre systems, lifts and all other engineering services as designated by the Estates Operations Manager (Mechanical) and the Head of Estates.

The role includes providing support to the Estates Operations Manager (M&E) and Head of Estates in all matters relating to the efficient operation of engineering services. This includes effective management of a multi-disciplinary workforce and specialist contractors.

The role also covers line management of Harrogate Integrated Facilities' maintenance staff identified in the organisational chart (Section 4). The post holder must display strong and effective leadership.

The post holder will be required to be fully aware of their Health and Safety responsibilities, and ensure that all operational activities of the department are carried out in compliance with all appropriate safety regulations and national legislation.

A high level of technical competency is essential to provide first line technical support to all staff. The post holder shall also be willing to undertake such training as may be required, to support their technical and managerial development.

Main duties of the job

Accountable to the Head of Estates and Estates Operations Manager (M&E) for the cost effective and efficient operation of all plant, equipment and services within their control, to include the planning monitoring and co-ordination of engineering maintenance programmes.

Deputise for the Estates Operations Manager and other Estates Officers as required.

Actively participate in the implementation, operation, and improvement of computer aided facilities management (CAFM) software, identifying and utilising methods to monitor work streams and gaps in compliance.

Prepare reports on a wide range of subjects, such as response time analysis, compliance.

Manage consultants, temporary technical staff, contractors, trade and operational staff within the department as required.

Manage all directly employed staff, including all personnel issues, recruitment, grievance, disciplinary and capability matters.

Harrogate Integrated Facilities (HIF) Estates Department's primary objective is to manage and maintain all engineering services, including all aspects of the built environment and equipment at Harrogate & District NHS Foundation Trust (HDFT), in order to provide a safe and comfortable environment for patients and staff; and ensuring compliance with all statutory and regulatory standards.

The department also provides expertise in relation to the delivery of Capital Project schemes as required by the needs of infrastructure development within HDFT.

HIF provide waste and energy management that supports HDFT's sustainability agenda.

Manage engineering maintenance on a day to day basis, including dealing with operational incidents as and when they arise acting as AP for a range of mechanical or electrical services as designated by the senior management team.

Manage, plan, organise and implement the programme of engineering maintenance, taking in to account the operational requirements of the site and ensure any non-compliances are resolved or escalated immediately. Ensure all mechanical services are maintained in line with industry schemes such as the Legionella Control Association, L8 and WIAPS or equivalent.

Manage, plan, organise and implement apprenticeships, learning and general training programmes, including arrangement of supervision, shadowing, and on-the-job learning opportunities to apprentices and trainees. Liaison with college representatives and provision of information with regards to college reviews and progress will also be required.
