Job summary

An exciting opportunity has arisen to be part of a great team that delivers property expertise to North Tees and Hartlepool NHS Foundation Trust and the University Hospitals Tees Group.

The Property team are responsible for ensuring value for money, well-utilised leased accommodation for both clinical and administrative services as well as seek opportunities to maximise revenue income where possible whilst maintaining accurate occupation records.

We are looking for an individual with experience in Property management preferably with some commercial landlord experience or has previously rationalised their Estate, identifying direct cost savings and cost avoidance opportunities.

Are you up for the challenge, have demonstrable experience in relationship management for engagement between service managers, external contractors, tenants and landlords?

Main duties of the job

Property management of the Trust's freehold estate and occupation of leasehold premises.

Management of legal aspects of property occupation agreements.

Ensure efficient utilisation of the Trust estate and encourage alternative ways of working.

To support the review of clinical service configuration, analysing the impact on capacity of any proposed changes and advising on the capital and relationship consequences of implementation.

To support jointly commissioned proposals, investments and ventures for the benefit of the Trust and the local health economy.

Support in the delivery of the capital programme.

Job description

Job responsibilities

Property Management

Lead the Trusts property management service including landlord and tenant matters, acquisition and granting of occupancy arrangements, rent assessment and reviews, service charge oversight, and asset valuation.

Provide expert advice to the Trust in regard to property-related matters, including acquisition and disposals, estates utilisation, value for money and options appraisals.

Manage the collation and submission of property information on behalf of the Trust for internal and external use (e.g. NHS Improvement, Estates Returns Information Collection (ERIC)).

Oversee the utilisation of the estate, assisting with requests for space through analysis of existing and available estate, prepare briefs for space layout, implement changes and assess feasibility of new developments, balancing costs vs. benefits.

Develop strategies for introducing alternative ways of working or the need to change the use of accommodation.

Lead on the utilisation/disposal of vacant or surplus estate to gain maximum financial benefit for the Trust.

Capital Planning Investment

Assist with the capital planning process, including budgetary management, programming and documentation within the capital planning component of the Trusts business planning process.

Provide supporting information and advice to the Trusts Senior Leadership Team and Capital Revenue Management Group on the prioritisation of proposals in line with national and local objectives, which are often competing for limited resources including space.

Assist with the drafting of monthly and quarterly capital performance reports, reporting progress against the agreed capital programme plan.

Resolve conflicting priorities between a wide range of options for future investment, with differing but often inter-related objectives relative to national and local targets, and in an environment of limited resource availability.

Represent the LLP at a range of meetings to ensure that the interests of the Trust are represented and protected, and also that national policy is recognised and understood within, and influenced by, the Trust.

Identify and interpret relevant Department of Health and NHS England/Improvement policies and guidance in relation to capital investment, including funding options, and ensuring that such policies are implemented effectively across the full range of the Trusts services.Support Care Groups in seeking opportunities for securing capital funding associated with national initiatives where there is a robust case of need for investment.

Strategy Formulation

To support the review of clinical service configuration, analysing the impact on capacity of any changes proposed and advising on the capital and relationship consequences of implementation.

Contribute to the estates strategy and rationalisation to improve estate utilisation for clinical and corporate activities.

Work closely with the Assistant Director of Capital and Property in translating the Trust Strategy and internal service plans into coherent capital investment proposals, ensuring the optimal use of the Trusts assets.

Project Management

Provide expert advice to Directorates and Capital Project Boards / Teams on the preparation of business cases and the conduct of capital planning and procurement arrangements.

Financial Management Responsibilities

To support the Assistant Director of Capital and Property in making recommendations to Capital Revenue Management Group for the allocation of the Service Development ring fenced budgets in the capital programme.

Influence the development and management of the Trust Capital Programme (>£7m).

Manage the budget for property related LLP and Trust accounts.

Support the Assistant Director of Capital and Property to influence capital investment decisions through leadership of individual capital schemes (indicative values £1m to £20m per scheme).

To coordinate the capital planning component of the annual business planning process with clinical and corporate directorates.

Human Resources Management Responsibilities
