On-Call: Participation in a 24/7 on-call rota (1-in-9 basis, Monday to Monday)

Gloucestershire Managed Services (GMS) is seeking a motivated and skilled Estates Officer (Electrical Bias) to support the delivery of high-quality maintenance and engineering services across our NHS hospital sites. This is a key operational leadership role responsible for ensuring safe, compliant, and cost-effective maintenance of electrical infrastructure, to directly supporting patient care and clinical teams.
Based primarily at Cheltenham General Hospital, and working across sites in Cheltenham and Gloucester, leading on both planned and responsive maintenance activities. Acting as an HTM Authorised Person, you will manage statutory compliance requirements, oversee contractors and in-house teams, contribute to project delivery, and participate in the on-call rota for emergency cover.

Main duties of the job
As an Estates Officer (Electrical Bias), you will be responsible for the safe and efficient operation of electrical building services, contributing to service delivery, compliance, and technical leadership. Your main duties will include:
- Co-ordinate and deliver planned preventative maintenance (PPM) and reactive electrical works, ensuring compliance with statutory regulations (HTMs, and NHS standards).
- Act as an Authorised Person (HTM disciplines), maintaining safe systems of work in line with electrical safety guidance and NHS protocols.
- Supervise and support in-house engineers and external contractors, managing workload, performance, and quality control
- Provide technical input for the design, procurement, and delivery of minor electrical works, ensuring projects meet quality, safety, and operational requirements.
- Conduct risk assessments, implement safety measures, and ensure compliance with Health & Safety at Work legislation.
- Maintain accurate records of maintenance activities, certifications, and system compliance for audit and reporting purposes.
- Participate in a 24/7 emergency on-call rota, responding to technical faults or incidents out-of-hours to maintain service continuity.
- Contribute to energy efficiency and environmental sustainability initiatives, supporting GMS's Green Plan and carbon reduction goals.

- Ensure all electrical systems are maintained to HTM standards, legal requirements, and Trust policies.

- Contribute to sustainability initiatives by identifying energy-saving and waste-reduction opportunities.

- Recognised apprenticeship or equivalent practical experience in an electrical discipline.
- HNC, HND, Diploma or Degree in Electrical Engineering, Building Services, or equivalent qualification.
- Evidence of or commitment to continued professional development (CPD).
Desirable
- ILM Level 3 or equivalent supervisory/management qualification (achieved or working towards).
- Specialist training relevant to NHS estates functions (e.g. High Voltage, Low Voltage, AP/RP training).
Experience
Essential
- Substantial experience in an estates or facilities management environment specifically within electrical maintenance.
- Experience supervising or managing a team of engineers or contractors.
