Job summary

Insight Executive Group are delighted to be supporting Gloucestershire Managed Service who are looking for an experienced, competent and ambitious Head of Capital Programme Delivery to help them achieve an outstanding capital programme delivery function for the Hospitals and other clients they serve.

The role is a full-time permanent position and is paying £67,064 to £77,274.

Gloucestershire Managed Services (GMS) has a number of operational service areas that collectively provide a managed service to its customers in the healthcare sector. The Head of Capital Programme Delivery is the primary interface between GMS and its customers/external stakeholders, in regard to the provision of capital project management and professional project management services.

Main duties of the job

  1. The post holder will have staff and budgetary management responsibility providing management and leadership to the Capital Project Management team, providing professional services to its customers including overall programme leadership, project management and procurement of capital works in collaboration with the estates maintenance, contract and procurement colleagues as well as informing, supporting and delivering the site development and long term estates strategies for the customers.
  2. Reporting to the Strategic Assets Services Director, the Head of Capital Programme Delivery has a crucial role in the development, delivery and oversight across the Trust's estate and its satellite units. This post will work across GMS and will also develop a close working relationship within the GMS family, its customers and clients.

Job responsibilities

Responsibilities of the role will include:

  • Delivery and development of high quality project and professional services achieved through the engagement of the workforce, customers and other stakeholders.
  • Effective leadership of the Capital Delivery Programme for all GMS Project activities to the satisfaction of the OHFA Professional Services agreement;
  • Ensuring effective leadership and management of the Capital Project Management team on a day-to-day basis ensuring provision of appropriate, effective high quality service delivery in accordance with defined requirements and supporting their ongoing development.
  • Working with the GMS SLT and SMT to develop and sustain an organisational culture that will enable GMS to deliver excellent services and to achieve excellence in service delivery.
  • Promoting the organisational vision, values and strategic objectives across the organisation and service delivery. Lead and manage the performance of all Capital Programme Delivery services to meet all activity, Quality, financial and performance targets.
  • Participate fully in appraisal and mandatory/statutory training and ensure that direct reports are appraised on an annual basis and maintain up-to-date their training records.
  • Participate in the development and maintenance of effective, timely and accurate performance management processes and systems.
  • Ensure effective business continuity and effective major incident plans are in place, communicated out and understood/regularly reviewed.
  • Responsible for the delivery of the business plan so that the organisation delivers high performing and income generating services.
  • Operational ownership of risk management for service area, identification, mitigation and management of risks. Maintenance of GMS and Client risk registers.
  • Providing lease management services to GMS Clients and Customers, advising on renewals including minimising risks and maximising opportunities.
  • Participate in the GMS on call rota.
