The
post holder will have a key senior leadership role, leading on the development of
the Estates operational services and future service planning, together with
ensuring compliance with the relevant legislative and healthcare requirements,
alongside deputising for the Operations Director, as necessary.
Duties will include leading the Trusts Estates
operational services, assurance, and governance processes to ensure that a safe
environment is provided and high-quality value for money services are delivered
through the establishment of appropriate policies and procedures in support of the
service objectives, and legislative requirements.
Undertake the role of Estates professional advisor,
advising the board on key Estates strategic and compliance issues. Acts as a
senior advisor with significant expert knowledge on all Estates operational
services and compliance matters and acts as the Trusts Authorised Person for
specialist engineering services
The role will include ensuring the efficient and
effective use of resources with robust financial/budgetary management that is
in accordance with the Standing Financial Instructions (SFIs). There will be the need to achieve any targets
for cost improvement, whilst attaining appropriate quality.
Main duties of the job
To undertake the role of Responsible Person for the
Trust across all areas of Estates statutory compliance. Developing strategies,
systems and staff that deliver fully compliant services and provide board level
reporting and assurance.
Lead the Estates teams to develop and implement
strategic service development plans and objectives that are aligned with and
enable the Trusts Core Objectives.
To ensure that the Trust is aware of its statutory
responsibilities relating to the management of the Estate and that requirements
for funding to enable this to happen are identified.
Develop detailed compliance reporting procedures
across estates services to ensure all compliance risks and issues are
identified at board level with any associated costs. Develop full life cycle
replacement plans for all estates assets and ensure these are on the trusts
long term capital replacement programme.
Contribute to the Trusts performance against
National priorities including PLACE, ERIC, Food/nutrition, Premises Assurance
Model (PAM) and the National Standards of Cleanliness and decontamination
standards.
Ensure that the Estates service contributes to the
Trusts planning processes, and that future
requirements are properly identified within a five-year plan and capital
programme.
