Job summary

The Assistant People Business Partner will work in the People Team within Health Education and Improvement Wales (HEIW) and will provide a comprehensive and a professional customer focused HR service, promoting fair and open practice in all aspects of policies and application of terms and conditions of service, striving for best practice and being forward thinking.

The Assistant People Business Partner will work across HEIW in a HR role providing advice in accordance with local procedures, national guidance, statutory requirements, employment law and HEIW's operational plans.

HEIW has a smart modern office located in Nantgarw and all staff are able to work flexibly. This is supported by excellent IT and the use of Microsoft 365 and Teams.

Alongside work commitments HEIW has an active community network in HEIWon Teams channels that include Reader's Corner,Arts & Crafts and Fitness and Activities, plus a range of well-being resources.

The right candidate will have previous or current experience in the NHS, including knowledge of managing attendance at work, initial disciplinary and grievance processes, the recruitment process and ideally be Agenda for Change job evaluation trained.

Main duties of the job

The Assistant People Business Partner will provide consistent advice and guidance to line managers and staff, responding to general HR queries, taking responsibility for examining the consistency of the advice, in line with latest legislation and best practice and when dealing with HR matters. These can be complex and of a sensitive nature, including grievance, sickness management, capability, recruitment and selection, disciplinary and resourcing issues.

To assist the People Business Partner and Senior Business Partner in the absence management process with a view to improving attendance at work by attending regular absence reviews, reviewing employee pay status and advising on Occupational Health and Wellbeing Services.

The Assistant People Business Partner will participate in the review of policies, procedures and management guidance and provide recommendations for change as appropriate.

Participate in job evaluation and consistency checking.

This post is fixed term/secondment for 8 months due to meet the needs of the service.

  • Educated to degree level or have the equivalent knowledge obtained via experience gained in working in an operational Workforce/Human Resources Role.
  • CIPD level 5 Qualification or equivalent.
  • Job Evaluation trained (or be willing to undertake job evaluation training).
  • Current evidence of CPD.

Desirable

  • Willing to work towards CIPD Level 7.
  • Knowledge of NHS Terms and Conditions of Service.

  • Demonstrate a range of HR Advisory experience Experience in one or more areas of HR involving more complex issues / cases.
