Job summary
Responsible for the day-to-day management of the Payroll Services in the specified region of Wales. To ensure payment of salaries and wages to Health Board/Trust staff for whom the section provides a payroll service, on an accurate and timely basis and in accordance with National and Local Conditions of Services, relevant policies and procedures and statutory legislation. They will be expected to have expert knowledge in their area of responsibility and take the lead in that area for policy development support and guidance. As well as responsibility for their own service Teams and the lead for a technical service they will also act as lead officer within the section, deputising for the Regional Payroll Manager in their absence as appropriate. The Deputy role is that of an ESR Technical lead for their area.
Main duties of the job
The Deputy will be expected to fulfil the responsibilities for general payroll and the specialist services. They will have expert knowledge of ESR and any system interfaced to the system, ensuring adequate technical training of junior officers and to provide specialist training to all payroll staff in matters both routine and complex, ensuring that all officers hold the requisite knowledge to carry out their duties. To investigate and resolve highly complicated, diverse and often sensitive issues relating to pay queries and to provide advice on such matters. Deal with all correspondence from within their area of responsibility including letters to AMs, external bodies, FOIA and DPA requests. Ensures that all duties associated with the processing, control and payment of salaries and wages are conducted by the given deadlines in a professional manner.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.
