Job summary

Digital Heath and Care Wales is seeking to appoint a senior member of the Finance and Business Assurance Department, operating alongside the Executive Directors, stakeholders including the Welsh Government, and reporting directly to the Executive Director of Finance.

The post holder will be operating at a strategic level, dealing with complex and sensitive financial information and negotiations daily. The Deputy Director of Finance and Business Assurance will ensure that support is being provided to DHCW in delivering its strategy through objectives set in core areas of financial, commercial, quality and performance management, planning, policy development and compliance.

The post holder will be required to work independently, informed by their annual individual performance development reviews undertaken by the Executive Director of Finance and Business Assurance. The role carries significant responsibility and risk to manage the delivery of financial, commercial, quality performance and transformation services to DHCW.

This role is instrumental in providing leadership and supporting the development of the future strategies within the finance, commercial, performance and quality functions within Digital Health and Care Wales and NHS Wales.

Main duties of the job

  • Acting as Deputy to the Executive Director of Finance and Business Assurance for Digital Health and Care Wales and taking accountability for leading and delivering the Finance and Business Assurance functions within DHCW.

  • Providing a comprehensive, relevant, and value-adding financial, commercial, quality, performance and transformation advice, plan and reporting function for the DHCW Board, its subcommittees, directorate managers and external regulators.

  • Influencing strategy and policy development on all Finance and Business assurance related matters.

  • Developing and implementing the DHCW Board's strategic Finance and Business Assurance plans and approach, leading on financial sustainability.

  • Advising Directors across DHCW of the financial and business assurance impacts of service/product development and operational work in conjunction with Directorate teams to develop and implement DHCW policies and plans.

  • Providing subject matter expertise and support in financial programme management from idea generation to sustainable product service, ensuring relevance for a digital age.

  • Driving an increased understanding of cost, quality activity drivers and performance metrics across directorate teams, using performance indicators, costing techniques, business cases and investment appraisal guidance and other centrally led finance and business assurance initiatives to meet DHCW priorities.

  • Qualified Accountant
  • Educated to Masters or Equivalent level plus specialist training and extensive knowledge and expertise across a range of areas e.g. Financial, Research and Development, Audit, HR, Information.
  • Track record of continuous professional and management development.

Experience

Essential

  • Considerable experience at senior level in finance with board level experience at deputy or director level within the NHS or similarly complex organisation, with a track record of success in delivering financial targets.
  • Building organisational capabilities to include: - effective management of relationships with Committee and Senior Management Team, ability to inspire trust and loyalty of staff, ability to manage organisational change.
  • Extensive knowledge of all appropriate legislation and its application of - to the finance policies and procedures of a large organisation
  • Experience of process redesign and change through the use of Digital.
