MAIN PURPOSE OF THE POST
The role of a Clinical Engineer is to support and
advance patient care by applying engineering and managerial skills to
healthcare technology.
The Clinical Engineering
department provides services across the Trust to ensure the provision of a
fleet of sufficient, safe and effective medical equipment in order to satisfy
the requirements of CQC regulations 12 and 15. It fulfils these by getting the
basics right and through innovation.
BHT operates a large and
complex medical equipment fleet (~15,000 items, value ~£25M) in support of its
clinical activity. The post holder
contributes to the departments support of the medical equipment fleet with the
aim that no treatment is delayed, cancelled or compromised through a failure or
shortage of medical equipment that was foreseeable or preventable.
The post holder is responsible for the routine servicing, fault diagnosis,
repair and planned maintenance of a broad range of specialist medical equipment ensuring effective and continuous lifecycle
management, supporting the Trusts medical equipment fleet.
Responsible for planning
personal workload, using ones own initiative to ensure that equipment is
working safely and to specification with minimum disruption to patient services
RESPONSIBILITIES
Managerial
responsibilities: Property Services Division
Reporting to the Head of
Medical Technology and Clinical Engineering Services (the HoD) via the
Technical Services Manager. Accountable
to the divisional director via the HoD.
Managerial
responsibilities: Clinical Engineering service
Responsible for:-
Contributing to the provision
of a safe and effective fleet of medical equipment for the Trust in order to satisfy the requirements of CQC regulation
15.
Delivering specialised
Clinical Engineering skills in support of the Trusts clinical activity,
ensuring that patient and staff safety remains the services highest priority.
Maintaining good working
relationships with Heads of Departments, Consultant medical staff and other
users of the services provided by the Clinical Engineering Department.
Disseminating information
concerning the operation and performance of equipment to medical and nursing
staff, which may involve demonstration of equipment use or presentation. Liaise
with manufacturers/suppliers of equipment, as necessary.
Carrying out a programme of
equipment commissioning, maintenance, repair, calibration, fault investigation,
and equipment performance and optimisation.
Delivering this service against a system of agreed KPIs that meet the
requirements of the Trusts clinical services.
Contributing to a programme
of in-house and contractor provided planned maintenance and test, such that all
equipment continues to perform to specification ensuring patients receive safe
and effective treatment.
Operating within the systems
of health and safety in the department and hospital.
Financial
Understanding and abiding by
the Trusts standing financial instructions (SFIs).
Contributing to the operation
of the stock control system for spare parts and consumables for medical
equipment.
Escalating unplanned high
cost repairs or parts to the Technical Support Manager.
Ensuring equipment repairs
are carried out in the most cost-effective manner while maintaining the safety
and integrity of the medical equipment fleet.
Capital programme
Responsible
for:-
Carrying out acceptance
procedures and electrical safety checks on all new and on-loan medical
equipment prior to being used for the first time within the hospital.
Commissioning new equipment
prior to installation and use, in conjunction with equipment users and the
supplier if necessary.
Contributing to planning for
the long-term provision of medical equipment across the Trust, ensuring there
is enough safe and effective medical equipment for the Trust to deliver its
clinical services. Continuously
reporting on the condition and performance of the medical fleet, reporting to
the Technical Services Manager HoD and Capital
Programme Manager when equipment needs replacement due to end of support, high
repair cost or unreliability.
Contributing to the
evaluation of medical equipment to assess candidate solutions for the Trust
both as part of informal new technology appreciations and formal evaluations
within procurement processes.
Contributing to the
deployment of new technologies and systems to facilitate fleet management, such
as real time location system (RTLS).
Using such systems to improve the efficiency of repair and maintenance.
Medical Equipment Safety
Carrying out the actions required within medical devices safety notices issued
by the MHRA, manufacturers and other bodies.
In conjunction with the
Medical Devices Safety Officer (MDSO) and Technical Services Manager
contributing to medical equipment related fault and incident investigations,
including complex and intractable technical and equipment related problems
caused by poor equipment design, software errors, poor materials or
construction, deficient infrastructure, inadequate or incorrect user
documentation.
Providing advice to clinical
and technical staff advising on the root causes, and necessary actions to
prevent reoccurrence of equipment related events
Creating a strong culture of safety within the service.
Data
Making a comprehensive record
of all repairs and work undertaken into the Trust medical equipment database to
create an accurate service history of equipment
Recording
data in the system to accurately reflect the cost of maintenance, spare parts,
individual and departmental workload.
Supporting
connected medical equipment integrated into Trust clinical information
systems. Maintaining physical and data
interfaces between medical equipment and Trust networks to ensure the
continuous flow of clinical information into the care record.
Technical
Carrying
out fault diagnosis and repair to a wide range of medical equipment using
appropriate maintenance manuals, specialised tools and test equipment. Evaluating
and undertaking the most cost effective/timely repair solution for medical
equipment.
Calibrating
medical equipment and performing quality assurance checks on equipment to
ensure it functions as specified and is safe for patients, equipment users and
visitors to the Trust.
Working in operating theatres
and other patient environments including situations where patients are being
treated, monitored or diagnosed.
Providing advice to clinical
staff on medical equipment that is connected to patients and working on
equipment in the patient environment.
Assisting with the delivery
of a programme of innovation to transform care
Supporting the implementation
and operation of Clinical Information systems where there is a high level of
medical device integration.
Managing the upkeep and
calibration of the departments specialist tools and equipment used to deliver
the service.
Assisting clinical staff with
the operation and set up of equipment to allow research and investigation
projects to be carried out safely.
Undertaking other duties as may
reasonably be necessary from time to time.
Supervising and guiding the
work of junior colleagues
Policy and Quality
Responsible for:
Following the Trusts Medical
Devices policy.
Contributing to the design of
safe working practices and procedures to safely support new equipment types or emerging
technical or safety issues,
Contributing to the effective
implementation of relevant Trust policies within the Technical Service, in
particular equipment management, infection control and GDPR.
Following any quality
standards (ISO 13485:2016, or BS 70000:2017) implemented by the
department.
Working in conjunction with
the Quality and Safety officer towards the formal adoption and certification
against those standards with a registered body.
Assisting with the development
and implementation of department policies, quality systems, procedures and work
practices when requested.
Health and Safety at Work Act
The post
holder is required to take responsible care for the health and safety of
him/herself and other persons who may be affected by his/her acts or omissions
at work. The post holder is also required to co-operate with Buckinghamshire
Healthcare NHS Trust to ensure that statutory and departmental safety
regulations are adhered to.
Confidentiality
The post
holder has a responsibility to maintain confidentiality and ensure the
principles of the Data Protection Act 2018 (DPA and all applicable laws and regulations
relating to Processing of Personal Data and privacy, including where applicable
the guidance and codes of practice issued by the Information Commissioner are
applied to patient, staff and Trust business/information.
