HR and Finance Officer

Job summary

We are seeking an experienced and proactive HR and finance officer to join our busy NHS GP Practice. This is a key role supporting the GP partners and practice, lead in delivering high-quality, compliant, and financially sustainable primary care services. The vacancy is part-time, working 24 hours a week.

The post holder will be responsible for overseeing HR processes, workforce governance, NHS contractual compliance, and financial monitoring within the practice. This role requires strong organisational skills, attention to detail, and the ability to interpret NHS guidance and employment legislation into practical actions.

Main duties of the job

  • Maintain and update HR policies and the staff handbook in line with employment law, NHS best practice, and CQC requirements.
  • Support workforce planning and staff retention initiatives.
  • Oversee recruitment processes.
  • Record and monitor staff absences and support absence management processes.
  • Process variations to contracts and flexible working requests as agreed by Partners and Practice Leads.
  • Manage leave records via BrightHR, including annual leave, TOIL, maternity/paternity leave, and other entitlements.
  • Coordinate probation reviews and annual appraisals for Team Leaders.
  • Arrange and conduct exit interviews where required.
  • Keep up to date with changes in employment law and ensure compliance.
  • Monitor Practice income streams including GMS/PMS/APMS contracts, QOF, DES/LES, and other enhanced services.
  • Oversee financial aspects of QOF performance and ICB targets.
  • Reconcile monthly NHS payments and raise discrepancies where required.
  • Review general practice contracts, primary care Bulletins, ICB and Department of Health correspondence.
  • Provide clear summaries of key updates to GP partners and highlight required actions.
  • Support budget monitoring, financial reporting, and liaison with external accountants.
  • Update finance and HR-related practice protocols as necessary.

About us

Barrack Lane is a busy practice in the town centre of Ipswich, Suffolk. We have a practice population of over 20,000 patients. The practice is based on two sites, the main surgery in the centre of the town, and a branch surgery at Stoke Park.

Our clinical team is made up of GP partners, salaried GPs, advanced nurse practitioners, advanced clinical practitioners, paramedics, physicians associate, pharmacists, pharmacy technicians and a practice nursing team with health care assistances and GP assistants. This team is supported by a strong administrative, coding and care-navigating team.

Barrack Lane is part of a PCN (Primary Care Network) with Ivry Street Medical Centre, in Ipswich, and the two practices cover a population of 32,000 patients. The PCN allows the practices to share resources and offer an enhanced service to our patients. The PCN employs care co-ordinators and social prescribers to work with patients, especially our vulnerable patients, to help them to access the best care.
