Wallasey Wellbeing PCN Limited are looking for an experienced Operations Manager to work with our team of staff and member practices to take the service forward.

Main duties of the job

Provide strategic leadership, management and coordination for HR, contracts, operations, projects, and relationships across the PCN and beyond, ensuring that the PCN operates in a cost-effective manner, in keeping with the PCN business strategy and delivery plan.

Our PCN has 5 member practices consisting of Central Park Medical Centre, Liscard Group Practice, Manor Health Centre, Somerville Medical Centre and The Village Medical Centre. Our network covers a population of just over 36000 patients.

Job description

Job responsibilities

Coordination:

Managing the recruitment and onboarding stage for both ARRS and non-ARRS roles, including training, appraisal and ongoing development

Ensuring contract information with external providers is collected, up-to-date and disseminated to the Board with regular review.

Coordinating the network activity, including DES and IIF, with ARRS and non- ARRS staff members

Review of PCN and practice performance in relation to KPIs for the above contracts and specifications

Ensure all relevant national strategies, policies, target, and frameworks are reviewed and fully implemented coordination of network activity.

Management:

Providing structured 1-2-1s with to enhance individual and team performance.

Co-create professional development plans for staff.

Management of day-to-day HR issues, driving issues through to resolution, acting as a point of expertise

First point of contact for day-to-day management of network including rota management, HR and contracted services

Foster, grow and manage a culture of collaboration both internally and externally to drive continuous improvement.

Provide oversight and accountability to the delivery of PCN contracts and specifications.

Evaluate contract service specifications, ensuring responsibilities understood and adhered to by all, negotiating amendments to terms and conditions for the better of patients and PCN.

Scope, create and implement PCN project plans and activities.

Identify, prioritise, and support the needs of member practices.

Develop local, regional and national networks for insight and peer support.

To take an active role in the development and embedding of the PCNs culture, values and reputation

Strategic Leadership:

Lead and develop strategic planning for PCN including clarification of objectives and priorities within network delivery in line with operational capacity, budget and contract requirements.

Promote the engagement of all PCN practices and act as an ambassador for the network.

Deliver quality improvement projects and support staff at all levels in the PCN to take forward change.

Proactively build relationships with partners from all sectors to influence and shape models of care and service delivery.

Service and succession planning to recruit for the future.

Work with other PCNs and Commissioners to deliver on local and regional services.

Commissioning of services with providers

To represent the PCN at meetings with commissioners, practices and other PCNs.

Financial Management

  • Provide financial forecasts for member practices for the year ahead.
  • Maintain, monitor and increase sources of income and expenditure, analysing and reporting on threats and opportunities including contractual KPIs.
  • Understanding of the financial implications of contract changes and legislation
  • Provide quarterly financial reports to the PCN Board and Leadership team.
  • Allocate network payments to member practices as required.
  • Management of bank account including payments in and out
  • Purchase and sales ledger processing
  • Organise payroll, PAYE and management of NHS pensions for PCN staff.
  • Monthly claim submissions to NHS England for additional roles reimbursement scheme (ARRS)
  • Liaison with PCN accountant during year and for year end accounts
