Job summary
To manage and embed the HR Support function in the
organisation as it develops from being a small organisation to a medium sized
business. To develop a Clinical
workforce plan, training and development programme and pay matrix to support
our innovative salaried service within General Practice.
Main duties of the job
The main duties of the role are as follows
HR Service review working within a new shared
service model, ensure that the HR Team has appropriate KPIs and objectives and
is appropriately resourced
Creation of an organisational workforce plan
which is developed in consultation with staff and managers and makes best use
of the Apprenticeship, Kickstart and Placement Programmes available
Work with finance to develop service
establishment data and costing models.
Development of a Medical Leadership and Clinical
framework for General Practice Surgeries adopting a salaried model.
Developing the HR Systems to be fit for purpose.
Support due diligence for new Practices and
subsequent TUPE and onboarding processes
Developing effective employee engagement and
consultation forums, including equality and diversity working group.
Ensuring that organisational policies are clear,
legally compliant, well communicated and followed.
Supporting managers to effectively manage people
issues across the organisation

Nottingham City
General Practice Alliance (NCGPA) was formed in 2016. We are Nottingham citys
first GP Federation, often referred to as NCGPA or the Alliance. Our members
consist of 45 NHS GP practices in Nottingham city, who cover a population of
over 336,000 patients.
NCGPA is a
Company Limited by shares, with its member practices being equal shareholders.
The company is managed by a board of 8 elected representatives from member GP
practices and three co-opted positions representing nursing, lay and non-principal
GPs. The day to day running of the company is through a Senior Management team
comprising the Chair, Secretary and Treasurer along with the Companys Chief

As a federation,
we promote, support and facilitate the collaboration of GPs and their workforce
throughout our city. Examples of our work to date include developing networks
whereby tasks and resources can be shared, empowering frontline practice staff
to become active signposters for their patient communities and launching GP+,
the citys first ever evening and weekend GP service.
NCGPA also holds
the contract for the management and operation of 3 GP Practices in the city:
Bilborough Medical Centre, Grange Farm Medical Centre and Parliament Street Medical
Centre.

Line management of the HR Team, ensuring that

Ensuring that the organisation develops a robust
workforce plan and pay policy suitable to support the varied work groups that
we employ.
Develop and embed strong HR practices and
policies which support the strategic growth within the organisation.
Managing the staffing process overseeing the
recruitment, onboarding, and induction of employees for best practice and
efficiency
Developing management capability to manage
performance, wellbeing, and capability fairly and effectively engaging with
other Partners to embed this across staff groups
Employee records and data overseeing the
monthly payroll runs, expenses claim, resolving issues and ensuring that HR
data is up to date and GDPR compliant.
Working with the Finance Team as appropriate.
Managing Equality and Diversity within the
organisation identifying and improving opportunities for inclusion and
progression of under-represented groups in the workforce and training of staff
in equality issues.
Developing the Employee Voice identifying and
leading on employee engagement and communication initiatives across the
organisation
HR Reporting to the Board and external bodies
responsible for the Gender Pay Audit, WRES surveys, Staff Surveys and quarterly
HR Board reports and other HR reports as required identifying data trends,
good HR practice and opportunities for improvements.
Developing opportunities to improve the working
experience for all employees
Working on multi-disciplinary projects,
including TUPE and new bids from an HR perspective
Managing employee relations and supporting
managers in discipline, grievance, and capability casework; evaluating data and
promoting consistency and good practice.
Supporting compliance with organisation policies
and procedures, reviewing, and updating HR Policies, Procedures and contracts
as appropriate
Working with the Marketing and Communications
function regarding the communication and engagement with internal and external
stakeholders, patient groups and social media platforms.
