Job summary

The Human Factors Health and Safety Specialist will be part of the Human Factors Team, based in the Corporate Health and Safety Team and will report directly to the Lead Human Factors Health and Safety Specialist. The team is an integral and important part of the wider Corporate Health and Safety Team.The Human Factors Health and Safety Specialist will work with the Corporate Health and Safety Team and other colleagues across the organisation in helping to implement a Human Factors Strategy aligned with HSE's Human Factors Delivery Guide (available at: hf-delivery-guide.pdf (hse.gov.uk) aimed at managing Human Factors health and safety risks, especially in relation to work undertaken on biological agents. Building on their significant experience of managing Human Factors risks in a major hazard and/or biological agents context, the Human Factors Health and Safety Specialist will be expected to develop the breadth and depth of their experience and competence to enable them to become Subject Matter Experts in several of the Human Factors topics identified in UKHSA's Human Factors Strategy, comprising:

  • Managing human performance (including Human Factors risk assessments)
  • Human factors integration in design (for new build projects and safety critical equipment)
  • Safety critical communications
  • Safety critical procedures
  • Competence management
  • Management of organisational change
  • Management of shift work and fatigue
  • Staffing levels and workload
  • Physical ergonomics

Main duties of the job

Key responsibilities of the role include:1. Providing Human Factors support, in both lead and supporting roles, to:

  • Health and safety (Human Factors) inspection and auditing activities
  • Human Factors risk assessments (Safety Critical Task Analysis)
  • Production of Human Factors Integration Plans for new build projects
  • Carrying out Human Factors assessments on Safety Critical Equipment
  • Human Factors training and awareness raising activities, including the development, production, design and delivery of new Human Factors training courses and materials
  • Development of Human Factors policy, procedures and guidance
  • Incident, dangerous occurrence and near miss investigation
  • Research and policy initiatives which involve Human Factors

2. Undertake appropriate Health and Safety Management and Biological Agents training and learning using UKHSA's extensive in-house training and development programme and resources.

3. To maintain links with Human Factor professionals in other organisations and relevant professional bodies (e.g. CIEHF).

The post holder will be expected to maintain links with Human Factors and other professionals in other organisations using their influencing skills to encourage the development and sharing of best practice.

Essential criteria:

  • Chartered Membership of the Chartered Institute of Ergonomics and Human Factors or demonstrably eligible for Chartered Membership.
  • MSc or BSc qualification in Human Factors/ Ergonomics accredited by the Chartered Institute of Ergonomics and Human Factors.
  • Health and Safety auditing training.
  • Broad experience of auditing or formal inspections of Health and Safety management systems, specifically to identify issues with risk control measures associated with Human Factors.
  • Significant practical experience and knowledge, understanding of the implementation of human factors for risk control in major hazard environments.
  • Knowledge and experience of the application of ergonomics and human factors in new build and refurbishment projects, particularly those associated with major hazards. Experience of supporting non-Human Factors specialists in the design process. Experience in the production of Human Factors Integration Plans for significant new build and refurbishment projects.
  • Experience and knowledge of Human Factors in risk assessment and adverse incident investigation in a major hazards context Significant experience in leading, carrying out and supporting Safety Critical Task Analyses in a major hazards context.

Please prepare a short presentation (10 minutes maximum) in which you outline an ambitious but realistic proposal for developing Human Factors competence and capability in UKHSA. Your proposal should seek to take account of:

  • Methods of training delivery, taking into account changing patterns of work (e.g. Hybrid working), multiple sites etc.
  • The Topics in the Human Factors Delivery Guide; and how you might prioritise them for organisational learning and development.
  • The need to develop Human Factors competence to different levels (from basic awareness to expert).
