Job summary

We are looking for a Business Change Officer to join the Transforming Our Digital Workplace programme (ToDW). The ToDW Programme has been set up to provide new laptop and desktop hardware and develop a new secure corporate image based on Windows 11. UKHSA will benefit from having a single cloud-based platform for management of all end user devices which consequently will improve performance, safeguard security decreasing service desk and cyber incidents.The programmes Business Change team will be engaging across the entire estate with stakeholders, colleagues, and internal networking groups working closely with delivery, user communication and business change partners to ensure the technology capabilities being delivered are connected to user requirements.

Main duties of the job

  • Support the business change activity, working with the programme to support the delivery of the business case benefits and outcomes.
  • Champion the use of best practice and provide advice and guidance.
  • Assess the impact of change on stakeholders to support successful delivery of the change.
  • Support the preparation of the change management elements of the Business Case.
  • Provide input into the creation of Business Change products.
  • Support the Project Manager and delivery partner in preparing and updating the change plan.
  • Support with assessment of business readiness criteria before implementation.
  • Support the Project Manager with identifying benefits, considering benefits management in business change activities.
  • Provide Input into the creation and maintenance of the communications plan.
  • Identify stakeholders and include them in the stakeholder engagement plan, building strong working relationships.
  • Act as nominated point of contact for queries.
  • An active member of the UKHSA Project Delivery Profession Community.

Job responsibilities

As Business Change Officer, you will be responsible for proactively preparing the business for the impact of the changes being delivered by the programme. You will provide a bridge between the programme and the business to ensure that activities are planned and completed to enable the business to implement the agreed change and realise the business benefits.

This is aligned to the Project Delivery Capability Framework (PDCF) career pathway Business Change Manager 2. You can find more information about the PDCF on the gov.uk homepage (search "Project Delivery Capability Framework").

The Business Change Officer role is part of the Government Project Delivery Profession and UKHSAs Project Delivery Resource Model.

Essential Criteria

  • Good understanding and experience of business change and implementation in a project environment or experience of change management in a non-project environment. (lead criteria)
  • Excellent communication skills with the ability to build effective working relationships with a range of stakeholders.
  • Awareness or experience of using techniques to capture stakeholder needs, assess requirements, and identify delivery options.
  • Awareness of business case development, benefits management, and change control.
  • Awareness of planning, scheduling, assurance, risk and issue management and governance.
  • Ability to work independently in a fast-paced environment with multiple tasks.
  • Strong capability in using Microsoft Office applications, specifically Outlook, Word, Excel, and PowerPoint.

Selection Process Details

Stage 1: Application & Sift (Success profiles)

You will be required to complete an application form. You will be assessed on the listed 7 essential criteria, and this will be in the form of a:
